Burma’s Nobel laureate Aung San Suu Kyi has won a by-election for parliament, her party says, after a landmark vote that saw 45 seats contested.

 

Ms Suu Kyi’s opposition National League for Democracy (NLD) said she had easily won in Kawhmu, though no official results are expected before Monday.

 

In a statement, she urged supporters to show restraint in their celebrations.

 

The vote is a key test of political reforms, though the army and its allies dominate the 664-seat parliament.

 

The NLD was competing in its first elections since 1990.

‘Dignified’

Thousands of people who gathered outside the NLD headquarters in Rangoon danced and cheered at reports that Ms Aung San Suu Kyi had won her seat.

“It is the people’s victory! We have taught them a lesson,” one shopkeeper wearing an NLD T-shirt told the Associated Press news agency.

…With the Kawhmu result close to a foregone conclusion, thoughts are already turning to what sort of a local parliamentarian Ms Suu Kyi will be.

 

“We need better transportation and opportunity for young people here,” said U Myo Khine, a father of two, as he watched her convoy pass by.

 

Others have their eyes on the much greater prize, the general election of 2015.

 

“The army has changed and are now more lenient,” said NLD official Myo Win. “So there is more of a possibility that Aung San Suu Kyi can become president in 2015.”

 

Those like Mr Win who are optimistic about the future remain cautious too. One year of fast moving reforms does not necessarily mean Burma has changed for ever.

by-election in Myanmar is relatively insignificant. It involves

just 43 of parliament’s 664 seats. The military’s guaranteed

control won’t change. And the biggest headline, that

opposition leader Aung San Suu Kyi will be elected, is all but

a foregone conclusion.

At another level, however, it’s a crucial milestone for long-isolated Myanmar, also known as Burma, as it tries to convince the world that its reforms are genuine and its is deserving of an end to U.S. and European economic restrictions.

“There’s an awful lot at stake,” said Sean Turnell, an economics professor at Australia’s Macquarie University and editor of Burma Economic Watch, a website. “It’s a real signpost for the U.S. and countries around the world.”

Among the issues Western governments are expected to focus on in evaluating the results include: How clean was the election? How many opposition politicians were elected? How broad-based is Suu Kyi’s popular support? And how welcoming is parliament, dominated by soldiers and ex-military brass, toward newly elected pro-democracy lawmakers?

And they’ll continue to evaluate progress on broader political reform, policies toward ethnic minorities, human rights and whether parliament can emerge as a counterweight to the presidency and the military. Many activist groups say the regime continues to move too slowly in these areas.

In many ways, Sunday’s election is seen as a trial run for the 2015 general election. If Suu Kyi’s opposition party, the National League for Democracy, does well among the 6.5 million eligible voters against President Thein Sein’s ruling Union Solidarity and Development Party, the regime, to maintain its grip on power, could sharply limit the number of seats opposition parties can contest in the general election. Alternately, if it embraces reform, Suu Kyi might one day be in a position to stand for president.

BANGKOK – Although only 45 parliamentary seats are up for grabs, Myanmar’s political future hinges on by-elections scheduled for April 1. Unlike the tightly orchestrated 2010 polls, the country’s first national elections in 20 years won overwhelmingly by military-backed candidates, the polls will be contested by the opposition National League for Democracy (NLD) and its charismatic leader Aung San Suu Kyi and monitored by international observers.

If the polls and result are viewed as credible by international standards, the European Union and United States appear poised to begin rolling back the economic sanctions they have long maintained against the historically military-run country. With the removal of those sanctions at stake, there are strong indications that top leaders, including President Thein Sein and the Lower House speaker Shwe Mann, both former top soldiers, are committed to a free and fair democratic process.

Last November, Thein Sein, Shwe Mann and Election Commission chairman Tin Aye agreed that the planned by-elections should be free and fair, even if it meant that the ruling, military-affiliated United Solidarity and Development Party (USDP) took a drubbing from voters. That decision was apparently taken before Suu Kyi and the NLD decided to participate in the process. The NLD refused to partake in the 2010 elections and the party was temporarily legally banned as a result.

Leaders of the USDP who are parliamentarians but not ministers are intent on winning outright in the by-elections, which some view as an early barometer of voter sentiment for the 2015 general elections. The USDP knows that a poor showing could weaken the party’s standing vis-a-vis the NLD, even with its overwhelming majority in the 664-seat national parliament. A confidential strategy paper, apparently written by a faction of the USDP and reviewed by this writer, outlines plans to win all the seats by any means possible. …

“The future is bright,” a senior NLD member and close Suu Kyi confidante said. “If everything goes according to the game plan, Aung San Suu Kyi will be opposition leader in the near future and president after the next elections.”

YANGON, April 1 (Xinhua) — Aung San Suu Kyi, chairperson of the National League for Democracy (NLD), has won Myanmar’s parliamentary by-elections and her party’s other candidates also swept almost all parliamentary seats, announced the NLD headquarters Sunday night.

Waving the party’s flags, tens of thousands of people gathered in front of the NLD headquarters cheering and hailing Suu Kyi and her party’s election victory.

Suu Kyi won 1955-145 against U Soe Min, candidates of the Union Solidarity and Development Party (USDP) in Yangon region’s Kawhmu township constituency, securing a seat of House of Representatives there.

According to the results released so far, NLD candidates have won the by-elections in a total of 27 constituencies out of 45, of which all in Yangon region’s six constituencies — Mayangon, Mingala Taungnyunt, Hlegu, Thongwa and Dagon Seikkan and in 21 other township constituencies in other regions or states including the four constituencies in Nay Pyi Taw mostly for the seats of House of Representatives.

More results are expected to follow.

The result was available hours after the polling was closed in the afternoon at 4 p.m. (9:30 GMT), followed by counting of votes in the presence of polling station officers, candidates’ election agents and 10 witnesses from the public.

The parliamentary by-elections in Myanmar, which began on Sunday morning, were contested by a total of 157 candidates — 150 represent 17 political parties and seven independents — for the 45 vacant seats of parliamentary representatives scattered in 45 township constituencies in nine regions or states — Yangon, Mandalay, Ayeyawaddy, Sagaing, Tanintharyi, Bago, Magway, Mon and Shan as well as Nay Pyi Taw directly under the president’s administration.

Of a total of 6.4 million eligible voters in 45 constituencies, over 1 million cast votes in Yangon region’s six township constituencies.

In Yangon’s six township constituencies, including Kawhmu, Thongwa, Dagon Seikkan, Mingala Taungnyunt, Hlegu and Mayangon, a total of nine parties and one individual contested for six vacant seats of House of Representatives.

The parties are National League for Democracy (NLD), Union Solidarity and Development Party (USDP), National Unity Party (NUP) , National Democratic Force (NDF), Unity and Peace Party (UPP), New National Democracy Party (NNDP), Myanmar New Society Democratic Party (MNSD), Democratic Party (Myanmar) and Myanmar National Congress Party (MNCP) as well as one independent candidate.

The by-elections were observed by foreign diplomats and United Nations officials based in Myanmar as well as over 150 invited international observers and media personnel from ASEAN and its dialogue partners, including the European Union and the United States.

The parliamentary by-elections were the first under the new civil government.

(YANGON, Burma) — Supporters of Burma’s opposition icon Aung San Suu Kyi erupted in euphoric cheers Sunday after her party said she won a parliamentary seat in a landmark election, setting the stage for her to take public office for the first time.

The victory, if confirmed, would mark a major milestone in the Southeast Asian nation, where the military has ruled almost exclusively for a half-century and where a new reform-minded government is seeking legitimacy and a lifting of Western sanctions.

It would also mark the biggest prize of Suu Kyi’s political career, and a spectacular reversal of fortune for the 66-year-old Nobel Peace Prize laureate who the former junta had kept imprisoned in her lakeside home for the better part of two decades.

The victory claim was displayed on a digital signboard above the opposition National League for Democracy’s headquarters in Burma’s main city, Yangon, where more than 1,000 supporters began wildly shouting upon learning the news.

“We won! We won!” her supporters chanted while clapping, dancing, waving red party flags and gesturing with thumbs-up and V-for-victory signs.

Earlier, the party had claimed that Suu Kyi was ahead with 65 percent of the vote in 82 of her constituency’s 129 polling stations. The party had staff and volunteers spread throughout the vast rice-farming district, who were calling in preliminary results by phone to their headquarters in Yangon.

The results must be confirmed by the official electoral commission, however, which has yet to release any outcome and may not make an official declaration for days.

The victory claim came despite allegations by her National League for Democracy party that “rampant irregularities” had taken place on voting day. Party spokesman Nyan Win said that by midday alone the party had filed more than 50 complaints to the Election Commission. He said most alleged violations concerned waxed ballot papers that made it difficult to mark votes. There were also ballot cards that lacked the Election Commission’s seal, which would render them invalid.

Sunday’s by-election was called to fill just 45 vacant seats in Burma’s 664-seat national Parliament and will not change the balance of power in a new government that is nominally civilian but still heavily controlled by retired generals. Suu Kyi and other opposition candidates would have almost no say even if they win all the seats they are contesting.

But her candidacy has resurrected hope among Burma’s downtrodden masses, who have grown up for generations under strict military rule. If Suu Kyi takes office as expected, it would symbolize a giant leap toward national reconciliation.

“She may not be able to do anything at this stage,” said one voter, Go Khehtay, who cast his ballot for Suu Kyi at Wah Thin Kha, one of the dirt-poor villages in the rural constituency south of Yangon that she is vying to represent. “But one day, I believe she’ll be able to bring real change.”

Earlier, crowds of supporters mobbed Suu Kyi as she visited a polling station in the village after spending the night there. The tiny community of 3,000 farmers has no electricity or running water, and its near-total underdevelopment illustrates the profound challenges facing the country as it slowly emerges from 49 years of army rule.

Despite the reports of widespread irregularities, a confirmed victory by Suu Kyi could cheer Western powers and nudge them closer to easing economic sanctions they have imposed on the country for years.

Suu Kyi herself told reporters Friday that the campaigning for Sunday’s vote been anything but free or fair, but that she was pressing for forward with her candidacy because it’s “what our people want.”

Last year, Burma’s long-entrenched military junta handed power to a civilian government dominated by retired officers that skeptics decried as a proxy for continued military rule. But the new rulers — who came to power in a 2010 vote that critics say was neither free nor fair — have surprised the world with a wave of reform.

The government of President Thein Sein, himself a retired lieutenant general, has freed political prisoners, signed truces with rebel groups and opened a direct dialogue with Suu Kyi, who wields enough moral authority to greatly influence the Burma policy of the U.S. and other powers.

Suu Kyi’s decision to endorse Thein Sein’s reforms so far and run in Sunday’s election represents a political gamble.

Once in parliament, she can seek to influence policy and challenge the government from within. But she also risks legitimizing a regime she has fought against for decades while gaining little true legislative power.

Suu Kyi is in a “strategic symbiosis” with some of the country’s generals and ex-generals, said Maung Zarni, a Burma expert and a visiting fellow at the London School of Economics.

“They need her and she needs them to break the 25 years of political stalemate,” Zarni said. “She holds the key for the regime’s need for its international acceptance and normalization.”…

    For more than half a century, Myanmar’s military governments were synonymous with brutality and corruption. Accused of savagery in their prosecution of civil wars with rebellious ethnic minorities, drug running, forced labor on a massive scale, and other human rights violations, successive generals brought the country, once one of Southeast Asia’s most prosperous nations, to economic ruin.

    A year ago the military stepped aside, handing power to a nominally civilian government made up largely of former generals that have instituted political reforms, signed ceasefires with most of the ethnic minorities, and promised economic modernization. Traditionally, Myanmar’s military dictators who handed over power to the successive dictator have soon found themselves in jail or under house arrest and their relatives stripped of the wealth they had accumulated…

    Decreasing dependence on China
    Isolated from most of the western world by its behavior and by economic sanctions, Myanmar has been forced to rely more and more on its giant neighbor China. Beijing did its diplomatic best to support Myanmar in international fora and became Myanmar’s indispensable ally: the generals get all their weapons from China (which can set the price and the quality, in the absence of competition), do 35 percent of their trade with China, and have let Chinese firms build controversial dams in Myanmar to feed the Chinese appetite for hydroelectricity.

    Ending western sanctions and economic woes
    For 26 years, until 1988, the military government led by Ne Win imposed what it called a “Burmese Road to Socialism” which bore many similarities to North Korea’s economic path and led to many of the same appalling results. Subsequent efforts to open up the economy bore some fruit, but as more and more senior Myanmar officials traveled around Southeast Asia, the realization of just how far behind this country fell sunk in. Fifty years ago Burma was the biggest rice exporter in the world. Today it is the poorest country in Southeast Asia. They see this as a matter for national shame.

    Little credit goes to “Arab Spring”

    What is happening in Myanmar, however, is not an Asian version of the “Arab Spring.” The generals launched themselves on the road to political reform several years ago, albeit slowly – long before they might have been frightened into it by events in the Middle East.

    More importantly, the reforms have not come as a result of popular uprisings; in fact the government successfully (if brutally) put down uprisings in 1988 and 2007, when many observers thought Buddhist monks might be leading a “Saffron Revolution.” Instead, the reform process has been imposed from the top down. The generals decided for their own reasons (see previous points) that they wanted to leave power on their own terms.

    Of course, watching the “Arab Spring” unrest spread around the Middle East, they probably congratulated themselves for being prescient.

    YANGON, April 2 (Xinhua) — Myanmar’s Union Election Commission Monday formally announced that the National League for Democracy (NLD) has won the majority parliamentary seats in Sunday’s just- ended by-elections.

    According to the first part of the series of election results aired by the state radio and television, of the 45 seats available for contest, the NLD so far won a total of 40 parliamentary seats with 35 seats for House of Representatives, three seats for House of Nationalities and two seats for region or state parliament.

    The 35 seats of House of Representatives include all six won in Yangon region’s six constituencies and all four in Nay Pyi Taw constituencies.

    The results of the winners of the remaining five parliamentary seats are expected to follow in the next release.

    Meanwhile, according to NLD’s announcement, in Yangon’s six constituencies, Aung San Suu Kyi won over 85 percent of the votes with 55902-9172 against Dr. U Soe Min, candidate of the ruling Union Solidarity and Development Party (USDP) and 55902-397 against U Tin Yi, candidate of the Unity and Peace Party (UPP) in Kawhmu township constituency.

    The parliamentary by-elections in Myanmar, which began on Sunday morning, were contested by a total of 157 candidates — 150 represent 17 political parties and 7 represent 7 individuals — for the 45 vacant seats of parliamentary representatives scattered in 45 township constituencies in 9 regions or states — Yangon, Mandalay, Ayeyawaddy, Sagaing, Tanintharyi, Bago, Magway, Mon and Shan as well as Nay Pyi Taw directly under the president’s administration.

    Of the 45 vacant parliamentary seats, 37 seats are for House of Representatives , while 6 are for House of Nationalities and 2 are for Region or State parliament.

    The by-elections was observed by foreign diplomats and United Nations officials based in Myanmar as well as over 150 invited international observers and mediapersons from ASEAN and its dialogue partners, including the European Union and the United States.

    The parliamentary by-elections was the first held in the new civil government era.

    YANGON, Myanmar — The party of Daw Aung San Suu Kyi said Monday that it won nearly every seat in the weekend’s closely watched by-elections, a startling result that showed strong support for the opposition even among government employees and soldiers.

    Her party’s apparent landslide adds to the enormous symbolism of Ms. Aung San Suu Kyi’s own election to Parliament after 15 years of house arrest and the violent suppression of her supporters. She was ebullient on Monday, speaking of the “beginning of a new era” in a brief address to a tightly packed crowd outside her party’s headquarters.

    “What is important is not how many seats we have won — although of course we are extremely gratified that we have won so many — but the fact that the people are so enthusiastic about participating in the democratic process,” she said.

    But the moment of celebration and hope for long-suffering democracy advocates here is a threatening development for the country’s hard-liners, raising the possibility of a backlash against President Thein Sein. It was he who reached out to Ms. Aung San Suu Kyi last year and persuaded her to join the new political system put in place by the country’s long-time military rulers.

    In a country without a tradition of opinion polling — surveys were seen as potentially subversive during decades of military rule — the snapshot of the population’s feelings provided by the election is worrying for the new government.

    In total, elections were held in 45 districts, a small fraction of the more than 600 seats in Parliament. The National League for Democracy appears to have won in 43 districts, according to Hein Min, a member of an independent Burmese election monitoring group. The election commission and the ruling party were largely silent on Monday, with official results expected later in the week. But state television confirmed that the National League for Democracy had won 40 seats and said that counting was continuing in the other 5 constituencies.

    Perhaps most surprising, the party appears to have won all four seats in contention in Naypyidaw, the country’s new and relatively isolated capital, which is mostly populated by civil servants. They seem to have voted against the very government they serve.

    Ms. Aung San Suu Kyi’s party performed well at military bases, according to Burmese journalists monitoring the results, in an echo of the last time free elections were held, in 1990. Then, too, her party swept with the support of many soldiers. But the junta canceled the results, and kept Ms. Aung San Suu Kyi in detention for years to come.

    The opposition’s sway in areas populated by minorities was mixed, winning one seat in the ethnic Shan areas but losing the other.

    Analysts say Mr. Thein Sein, himself a former junta member, is now counting on the United States and European Union to lift long-standing economic sanctions to protect him from hard-liners inside his party worried that the results bode badly for general elections due in 2015, when, unlike the elections Sunday, enough seats will be in play that the military-backed ruling party could risk losing power.

    “It’s impossible that they are going to just look at this landslide victory and carry on business as usual,” said U Thant Myint-U, a historian and former United Nations official who is one of the leading experts on the country.

    “There’s a possibility that some within the establishment will get nervous and see this as a threat,” he said. “But I think the message that is more likely to get to the government is that they need to move that much more quickly to implement policies that benefit the people.”

    For months, officials in Washington and European capitals said the government’s comportment during the elections would be a major factor in determining whether to lift punitive economic restrictions. The European Union is meeting this month to decide.

    Win Min, a Burmese scholar based in the United States, predicted that the United States would now be inclined to remove them. “It’s likely that the U.S. will respond as best as they can, knowing it will strengthen reformers in the government, especially the president,” he said.

    On Monday, the White House called the election an “important step” in the country’s democratic development.

    Ms. Aung San Suu Kyi did not address the sanctions question in her public remarks on Monday; she has supported the punitive measures as a means of pressuring the government to change. She said her party would file reports on election irregularities “with the intention of making sure that things improve in future.”

    And she asked for cooperation from all parties to “create a genuinely democratic atmosphere in our nation.”

    “We congratulate them for having taken part in the elections in the spirit of democracy,” she said.

    Mrs. Aung San Suu Kyi said the party’s priorities would be to push for peace in restive ethnic minority areas, institute the “rule of law” and support amendments to the Constitution. One of the party’s main complaints about the Constitution is that a quarter of seats in Parliament are reserved for the military.

    “We hope that this will be the beginning of a new era,” she said, “where there will be more emphasis on the role of the people in the everyday politics in our country.”

    PHNOM PENH, April 3 (Xinhua) — ASEAN said Tuesday that it is encouraged by the orderly, fair, transparent and peaceful manner which Myanmar has conducted its by-elections on 1 April, calling for lifting of economic sanctions against the country.

    In a statement issued here by the ASEAN Secretariat on Tuesday, ASEAN Chair, Cambodia, made the call to end the economic sanction against Myanmar. “We urge the international community to consider lifting economic sanctions on Myanmar so that the people of Myanmar can enjoy better opportunities in realizing their aspirations for peace, national reconciliation, democracy and national development, ” said Cambodia’s Deputy Prime Minister and Foreign Minister Hor Namhong.

    Hor said the election process was a positive step forward towards democratization.

    Meanwhile, Myanmar President U Thein Sein said at the 20th ASEAN Summit held in Phnom Penh, the capital of Cambodia, on Tuesday that his country’s by-election on April 1st was held in a free and fair manner.

    He said that ASEAN leaders had also agreed to request the international community to consider lifting economic sanctions on Myanmar because that is believed to benefit the latter in its democratization process and economic development.

    Burma’s president, the former military leader Thein Sein, has welcomed the country’s by-elections, in which Aung San Suu Kyi’s party won a landslide victory, and pledged to continue his liberal reform programme.

    The elections had been “conducted in a very successful way,” he said during a summit of the Association of South East Asian nations in Phnom Penh today, while his top advisers said he was relaxed about the scale of the National League for Democracy’s victory.

    Burma’s election commission formally announced the NLD had won 43 of the 44 seats it contested, making it the main opposition force in the parliament.

    The by-election contests marked Burma’s first free vote since the 1990 constituent assembly elections when the NLD won a similar landslide shortly before the country’s military rulers annulled the result.

    Since the scale of its latest victory began to emerge — the NLD won 95 per cent of the seats compared with 82 per cent in 1990 — observers have voiced concerns that it may alarm hardliners in the country’s military establishment and jeopardise the government’s democratisation process.

    But one of President Thein Sein’s leading advisers told The Daily Telegraph he had hoped for a strong NLD contingent in the parliament and that he would not be diverted from his reforms.

    He said the president believes Aung San Suu Kyi’s NLD group of MPs will liven the relatively new parliament’s proceedings and improve the quality of its debates. The parliament, which was elected through a questionable election in 2010, has been low key so far despite passing a number of votes in favour of prisoner releases and trade union rights.

    “Parliament will be more active. It won’t make the government’s work harder, but there will be more balance, more inputs and it will be more promising,” he said.

    He rejected suggestions that some of the president’s civilian and military supporters might panic at the prospect of the result being replicated in the 2015 general election which would see the pro-government Union Solidarity and Development Party completely wiped out.

    “He’s not concerned, you can’t see the future, even tomorrow you can’t say what will happen, everyone can guess,” he said.

    Fellow senior presidential adviser Ko Ko Hlaing said while the president’s team had been surprised by the scale of Ms Suu Kyi’s victory. “I could guess that the NLD would take the lion’s share in these elections, but I didn’t expect this much of a landslide victory for them. The people are quite excited by this electoral process and they would like to show their mind and hope for change,” he told The Washington Post.

    Leaders of ASEAN yesterday called for the lifting of international sanctions after the by-elections. Western powers are poised to do so to help bolster reforms, following the landmark poll.

    US to ease sanctions against Burma

    The United States has announced it will further ease sanctions against Burma.

    Secretary of State Hillary Clinton said some travel and financial restrictions would be relaxed, with Burmese leaders allowed to visit the US.

    European Union leaders had said earlier on Wednesday that they would consider taking similar steps.

    The news follows by-elections in Burma on Sunday in which pro-democracy leader Aung San Suu Kyi’s party secured a landslide win.

    The National League for Democracy (NLD) took 43 out of 45 seats up for grabs in the polls, which were generally deemed to be free and fair.

    Mrs Clinton, who paid a visit to Burma last year, praised President Thein Sein’s “leadership and courage”.

    “We fully recognise and embrace the progress that has taken place and we will continue our policy of engagement,” she said.

    Under the moves, the US will name an ambassador to Burma and establish an office for its Agency for International Development in the country….

    BEIJING, April 5 (Xinhua) — China on Thursday called on all relevant parties to comprehensively lift sanctions against Myanmar as soon as possible.

    Foreign Ministry spokesman Hong Lei made the remarks at a regular press briefing when asked to comment on the successful holding of parliamentary by-elections in Myanmar on April 1.

    The elections were the first to be held since the current civilian government took office in March 2011, and were generally affirmed by the nation and the international community, said Hong.

    China hopes that the by-elections will advance the process of domestic political reconciliation as well as national stability and development in Myanmar, he noted.

    “China’s position on relevant issues is consistent,” said Hong when responding to whether the international community should ease sanctions against Myanmar.

    “We have taken note of that the United States and the European Union are considering to partly ease their sanctions on Myanmar, and we welcome that,” he said.

    Myanmar held its historic parliamentary by-elections on Sunday, in which 157 candidates from 17 political parties competed for 45 open parliamentary seats.

    BEIJING — China on Thursday called for Western countries to immediately lift their punitive sanctions on Myanmar in the wake of by-elections won by opposition leader Aung San Suu Kyi’s party.

    The call by the Foreign Ministry echoes one made by Southeast Asian leaders after a summit Wednesday, where Myanmar’s President Thein Sein received a flurry of praise for his country’s recent reforms, most recently Sunday’s by-elections.

    Ministry spokesman Hong Lei said the elections would be good for Myanmar’s stability and development, adding that China welcomed reports that Western countries would ease their sanctions and that they should “fully lift” them “as soon as possible.”

    Hong was speaking a day after the Obama administration said it would soon nominate an ambassador to Myanmar and ease some travel and financial restrictions on the formerly military-run Southeast Asian nation following the historic elections.

    Secretary of State Hillary Rodham Clinton also announced that Washington would allow select senior Myanmar officials to visit the United States and ease restrictions on the export of financial services. The U.S. will also open an office of the U.S. Agency for International Development in Myanmar.

    But Clinton said sanctions against people and institutions in Myanmar that try to thwart democratic progress would remain in place.
