The five precepts (Pali: pañcasīla; Sanskrit: pañcaśīla) or five rules of training (Pali: pañcasikkhapada; Sanskrit: pañcaśikṣapada[1][2])[note 1] is the most important system of morality for Buddhist lay people. They constitute the basic code of ethics undertaken by lay followers of Buddhism. The precepts are commitments to abstain from killing living beings, stealing, sexual misconduct, lying and intoxication. Within the Buddhist doctrine, they are meant to develop mind and character to make progress on the path to enlightenment.

227 bhikkhu precepts
There are 227 total precepts for monks and 311 for nuns. The added rules for nuns were for the protection of the nuns and for some of the biological differences. Rules or Precepts that appear to place the nuns in a less than equal rank to the monks were probably written in later times by male dominated cultures. The most important Precepts are the Ten Precepts. The 227 and 311 are mostly an elaboration and further clarification of the Ten Precepts. Today fully ordained women nuns share full equal ranking with the monks.

The 227 and 311 Precepts are organized into four incurable offenses which require expulsion from the Order, 13 very serious offenses, and the rest are minor offenses, wrong actions, and minor rules. The four incurable offenses are: intentional sexual intercourse of any kind, murder, theft, and boasting of spiritual attainments which one does not really have. Most of the rules are minor instructions, such as the maximum size of living quarters, the type of robe that is allowed for wearing, etc.

Meeting some 400 journalists of the Foreign Press Association of Italy on May 18, Pope Francis urged for a humble and free journalism.

Pope Francis is encouraging a humble and free journalism that does not indulge in selling the “rotten food of misinformation” but rather offers the healthy bread of truth and goodness.
“I therefore urge you to work according to truth and justice, so that communication is truly an instrument for building, not for destroying; for meeting, not for clashing; for dialoguing, not for monologizing; for orienting, not for disorienting; for understanding, not for misunderstanding; for walking in peace, not for sowing hatred; for giving a voice to those who have no voice, not for being a megaphone to those who shout louder,” the Pope told some 400 journalists of the Foreign Press Association of Italy on Saturday.
Pope Francis expressed his and the Church’s esteem for their precious work, saying it “contributes to the search for the truth, and only the truth makes us free.”
Humility and truth
Underscoring humility as the fundamental element of their profession, the Argentine Pope said that the search for truth entails many difficulties and much humility.
The presumption of already knowing everything, he said, blocks the search for truth. An article, a tweet or a live report, he said, can do good but also evil to others and sometimes to entire communities if one is not careful and scrupulous.
Noting that certain “screaming” headlines can create a false representation of reality, he urged journalists to resist the temptation to publish news that has not been sufficiently verified.
Instead, he said, the humble journalist tries to know the facts correctly and completely before telling and commenting on them. Such a journalism does not feed “the excess of slogans that, instead of setting the thought in motion, cancel it out”.

Language that hurts
The Pope lamented the use of violent and derogatory language that hurts and sometimes destroys people. In a time of too many hostile words, in which saying bad things about others has become a habit for many, along with that of classifying people, we must always remember that each person has his or her intangible dignity, which can never be taken away.

But the Cardinal said everyone in Myanmar would support the move to abrogate any treaty that abuses “Mother Irrawaddy”, while comparing those who support restarting the Myitsone Dam to sons and daughters who exploit their own parents for monetary gain. History would never forgive those who sell our Mother Irrawaddy, he said.

“We earnestly request that the people of Myanmar join hands to protect the dignity of our Mother Irrawaddy. We are hopeful that our leaders will resist all efforts to destroy our nation’s destiny and dignity,” the cardinal said.

In 2017, during a visit to Kachin State, Cardinal Bo told Catholic villagers in Tanphaye, one of the villages in the project area, that the entire country should object to the dam project.

“This project shouldn’t be completed,” he said at the time. “It can destroy not only Kachin state, but also the entire country.”

His statement, titled “Stop Trafficking Our Mother Irrawaddy”, is timely. In it, Cardinal Bo told local authorities and the international community that Myanmar is facing the sad prospect of losing the Irrawaddy “to the greed of a superpower.”

Moreover, he stressed that as the Irrawaddy River is the lifeblood of the nation, all citizens who rely on it would face a catastrophe if the dam ever broke.
“Our hearts are burdened with the impending risk to millions,” the cardinal said.
It is the second time this year the cardinal has issued a statement on the issue. In January he said the dam project must be stopped to ensure a peaceful future for the country. He also warned that construction of the dam would be a “death sentence for the people of Myanmar”.

The lofty dome of St. Peter’s Basilica is the great towering symbol of the minuscule Vatican state and a towering artistic statement of the Late Renaissance and Baroque periods.

The history of this site incorporates a great deal of Christian mythology. The story goes that, after the crucifixion of Jesus, one of his 12 disciples, Peter from Galilee, embarked on a long trek to Rome where he was martyred by Emperor Nero. The location where he died, close to the Egyptian obelisk in the Circus (which still stands today), was initially marked by a red rock, and then by a shrine, followed by the first (Old) St. Peter’s Basilica in 360.

This wooden structure stood for more than a millennium until it fell into disrepair in the 15th century. In 1506, Pope Julius II broke ground on the basilica and a series of Renaissance masters began an immense century-long construction project.

Officially opened on November 18, 1626, the last 400 years have seen St. Peter’s Basilica become one of the most sacred sites of Catholicism and one of the world’s top tourist attractions.

The beautiful exterior is a cross-generational collaboration between Bramante, Raphael and Michelangelo, and includes an enormous nave and the high, iconic dome. It’s what stands inside, however, that really impresses.

And just how hot is it?

Titlagarh in the Indian state of Odisha sizzled at 48.5°C on April 24 — the highest reliably measured temperature for the country in any April. Schools in Odisha were unexpectedly let out for the summer on Tuesday. Classes will remain suspended until, at least, the third week of July.

Cambodia saw a national all-time record high of 42.6°C set in Preah Vihea province on April 15. That was two days after its neighbor to the north, Laos, set its own national all-time high temperature of 42.3°C at Seno.

Dozens of Thai weather stations have broken or tied their all-time record maximum temperatures this month.

The thermometer has been reaching 46.0°C (114.8 degree Fahreinheit) in several towns in Myanmar, still shy of the national record high of 47.2°C (116.96 degree Fahrenheit) at Myinmu observed on May 14, 2010.

A near unprecedented heatwave in Burma that has pushed temperatures as high as 47C over the past fortnight continues to claim lives across the country.

Health authorities in Burma’s second city of Mandalay told 7-Day News journal on Wednesday that more than 230 people had so far died of heat-related illnesses. It added that the majority were drinkers, and shops in the city have been banned from selling alcohol.

Staff at the Brhma Soh funeral service in Magwe division’s town of Min Bu told DVB that more than 13 people died from the heat on 17 May alone, …..

A local in Magwe town said that the situation was similar there, with many elderly people falling victim to the heatwave.

“People couldn’t take the heat – about 12 people died in one day recently from heat stroke. Now the authorities are warning people not to bathe between 10am and 5pm,” he said.

A doctor in the town of Yesagyo, also in Magwe division, said that around eight people died on 13 May, although rates have since declined, while in Magwe’s Chauk town, a resident quoted local government authorities who said that around 30 people had so far died.

One of most intense heat waves to hit Southeast Asia has caused record-breaking temperatures across Myanmar.

In several cities the mercury has been threatening to break the all-time heat record for Myanmar of 47.2° Celsius (117 degrees Fahrenheit), which was set in Myinmu, Sagaing Region, on May 14, 2010.

“I am seeing more heat-related problems this year,” he said.

Talk about electricity blackouts has dominated conversation over the past few weeks as people across the country brave the sweltering heat to meet by candlelight or to shout over the hum of smoke-belching generators.

To summarise – the two main reasons for system breakdowns are technical errors in the power lines and bad weather. According to EPGE, system breakdowns happened 12 times in 2011, 14 times in 2012, seven times in 2013, 10 times in 2014, eight times in 2015 and seven times in 2016 until the end of April.


Power generation
The government is running a number of hydro and gas-fired power plants around the country to feed daily power consumption. Myanmar’s current power generation mostly comes from hydropower stations located far from cities. The country’s largest city, Yangon, consumes more than half of nationwide electricity – around 1250 megawatts in the hot season.


Surprisingly, hydropower stations are running at their usual generation capacity at the moment, despite unusually high temperatures, according to officials from the electricity and energy ministry.
The problem, they said, is that the country’s total electricity needs this summer are 2730MW, while the combined power generated by all the stations is only 2450MW.
On May 4 he presented a plan to the Pyithu Hluttaw, explaining that the country urgently needs 280MW of extra power to feed peak power consumption in the hot season.

The frequent power outages happening across Myanmar currently are due to electricity load reduction and the Ministry of Electricity and Energy says this will continue until the end of May.

All parts of Myanmar, including Yangon Regions which utilises up 50 percent of all electricity produced in the country, will experience the outages. The rolling blackouts are occurring in every township in Yangon.

Due to its high energy requirements, dense population, presence of more highrise buildings, and heavy traffic, Yangon experiences more of the load reduction than other regions and states, said Union Minister of Electricity and Energy U Win Khine during a meeting held at the Yangon Electricity Supply Corporation (YESC) to discuss ways to help the public cope with the blackouts.

“Temperatures are remarkably high across the country right now, so the ministry is trying to supply electricity to meet the public’s demand, but consumption has increased more than expected,” U Win Khine said. Nationwide electricity demand stood at 400 Megawatts at the end of April, he added.

“As the number of people who use electricity has increased, this is taxing the distribution grid. To counter this, we have to implement load reduction in order to not suffer extended widespread blackouts,” said YESC General Manager U Tin Aung.

As half of the country’s electricity is produced by hydropower, low water levels in dams due to a lack of rain has also has also affected power generation, U Tin Aung added.

The government is working to electrify half of the country by the end of this year and hopes to provide stable power to areas where there is no electricity yet, he added.

According to a forecast by the Ministry of Electricity and Energy, the country will require more than 688MW of electricity by 2020 if consumption continues along this year’s rate. Another 500 MW will also be required as backup.

The government’s plan is to electrify 55pc of the country by 2021, 75pc by 2025-26 and 100pc by 2030, U Win Khine said.

China to Provide 1 Billion Yuan Socioeconomic Grant to Myanmar

YANGON—China will provide a grant of 1 billion yuan (225.39 billion kyats, or approximately US$148 million) for socioeconomic development projects under an economic and technical cooperation agreement signed in Beijing last week.

Yangon-based ethnic affairs and China analyst U Maung Maung Soe told The Irrawaddy that the small grant comes at a time when local political tensions over Myitsone are on the rise.

“You could say it is just to soothe the people’s feelings [over the Myitsone issue] and to assist border stability. The absence of larger grants at this time means the Myanmar government may need to negotiate [with China on major issues].”

ေရြးခ်ယ္ ခံရသည့္ ထူးခြ်န္ ေက်ာင္းသား/သူ ၁၀ ဦး သည္ ေမလ ၄ ရက္ မွ ၁၇ ရက္ ထိ တ႐ုတ္ ႏိုင္ငံ ရွန္းက်န္း ၿမိဳ႕ ရွိ Huawei ႐ံုးခ်ဳပ္ တြင္ 5G ၊ LTE ႏွင့္ cloud computing စသည့္ ေနာက္ဆံုးေပၚ နည္းပညာမ်ားကို သြားေရာက္ ေလ့လာခြင့္ ရရွိမည္ ျဖစ္ေၾကာင္း ၊ ေက်ာင္းသား/သူ မ်ား အေနျဖင့္ Huawei ၏ အဆင့္ျမင့္ လက္ေတြ႕ စမ္းသပ္ခန္းမ်ား မွ အဆန္းသစ္ဆံုး ေနာက္ဆံုးေပၚ solution မ်ားကိုလည္း ေလ့လာခြင့္ ရရွိမည္ ျဖစ္ေၾကာင္း သိရွိရသည္။

Huawei (Myanmar) ၏ CEO မစၥတာ က်န္းလီမန္ (Mr.Zhang Liman) က ျမန္မာ ႏုိင္ငံ ေက်ာင္းသား/သူ မ်ား အေနျဖင့္ ေနာက္ဆံုးေပၚ ICT ဆန္းသစ္တီထြင္မႈ မ်ား ေလ့လာ ႏုိင္ေစရန္ အတြက္ Huawei အေနျဖင့္ တက္ႏုိင္သမွ် ပံ့ပိုးေပးခဲ့ေၾကာင္း ၊ အနာဂတ္ ဒစ္ဂ်စ္တယ္ ကမာၻတည္ေဆာက္ ႏုိင္ရန္ အတြက္ မ်ိဳးဆက္သစ္လူငယ္မ်ား က အေကာင္းဆံုး ေမွ်ာ္လင့္ခ်က္ျဖစ္ၿပီး အလားအလာ ရွိသူ မ်ားကို ေမြးထုတ္ေပးျခင္း က ျမန္မာ ႏိုင္ငံ ရဲ အလားအလာ ေကာင္းမ်ားကို တိုးတက္ေစႏုိင္မည္ ျဖစ္ေၾကာင္း ၊ ေက်ာင္းသား/သူ မ်ား အေနျဖင့္ တစ္ေန႕ တြင္ ျမန္မာ ႏုိင္ငံ ICT အခင္းအက်င္း ကို အဆင့္ျမႇင့္တင္ေပး မည့္ ICT ကြ်မ္းက်င္ ပညာရွင္မ်ား ျဖစ္လာရန္ Huawei က ေမွ်ာ္လင့္ေၾကာင္း ေျပာၾကား ခဲ့သည္။

Myanmar has some of the lowest electricity rates in the world. However, connecting and supplying power to the millions of people who will drive Myanmar’s development is a huge endeavour, one that requires the commitment of tremendous financial resources from the state, companies and international donors. But as important is the public’s awareness of what it costs to build and supply the electric backbone of the country.

Residential prices in Myanmar are K35 per kilowatt-hour for the first 100 units, K40/kWh for the next 100 units, and K50/kWh for all units after that. With an average tariff of roughly US$0.03/kWh, these are the lowest residential prices in ASEAN, and among the lowest in the world. In fact, Myanmar’s highest, “luxury” tariff is lower than the lowest price in the rest of ASEAN.

Prices for commercial and industrial customers are much higher, ranging from K75-K150/kWh. …

China’s Jinsha River Xiluodu Hydropower Station, the second largest in the country, has received global recognition after the International Federation of Consulting Engineers (FIDIC) awarded the station as a FIDIC Outstanding Project of the Year last year.

One of the strengths of the smart system is that it helps prevent thermal cracking, a common thermal effect on concrete, in the dam.

US$526 million 240-MW Kaleta hydroelectric facility

On Sept. 28, Guinea state-owned utility Electricite de Guinee commissioned the 240-MW Kaleta hydroelectric facility on the Konkoure River in west central Guinea, about 87 miles from the capital city of Conarky. Chinese state-owned China International Water & Electric Corp. (CIWEC) constructed the US$526 million scheme, which the company says has an average annual generating capacity of 965 million kWh.

The facility includes a roller-compacted concrete dam 72 feet in height by 5,069 feet in length. The dam impounds a reservoir that has 23 million cubic feet of storage capacity and the facility’s powerhouse has three 80-MW vertical axis Francis turbines.
Guinea funded 25% of the project and China Exim Bank provided 75% with a preferential buyer’s credit. This is the largest hydropower project developed in cooperation between China and Guinea.
Guinea is a Western Africa country that borders the North Atlantic Ocean situated between Guinea-Bissau and Sierra Leone. CIWEC began constructing the project in April 2012 and completed the facility one year ahead of its planned completion date of 2016.

The country’s more than 10 million inhabitants are subject to widespread rolling blackouts, which are common occurrences. During the commissioning ceremony President Alpha Conde said the new plant would help alleviate the energy shortage in Guinea. Additionally, about 30% of Kaleta’s output would go to neighboring Gambia, Guinea-Bissau and Senegal.
The completion of the Kaleta scheme increases Guinea’s hydroelectric generating capacity from 2012 levels of 128 MW to 368 MW. Conarky is Guinea’s largest city with a population of more than 1.7 million and Kaleta will provide Conarky’s residents with stable power for the first time ever.

Guinea is in the process of furthering its hydroelectric generation capabilities to 1,008 MW. The government proposes building the 90-MW Fomi hydroelectric project in the upper Niger River Basin and the 550-MW Souapiti hydropower scheme, also on the Konkoure River, in coming years.

The government says that India is endowed with large hydropower potential of 145,320 MW, of which only about 45,400 MW has been utilized so far. Only about 10,000 MW of hydropower has been added in the past 10 years. The hydropower sector is going through a challenging phase and the share of hydropower in total electricity generating capacity has declined from 50.36% in the 1960s to around 13% in 2018 to 2019.
Besides being environment friendly, hydropower has several other unique features, like ability for quick ramping, black start, reactive absorption, etc., that make it ideal for peaking power, spinning reserve and grid balancing/ stability. Hydropower also provides water security, irrigation and flood moderation benefits, apart from socioeconomic development of the entire region by providing employment opportunities and boosting tourism etc.
The importance of hydropower is increasing even more as the country has targeted to add 160 GW of intermittent solar and wind power by 2022 and 40% of the total capacity from non-fossil fuel sources by 2030 to honor its Nationally Determined Contribution for Climate Change.
We recently reported on work to advance construction of the 624-MW Kiru Hydroelectric Project, being built upstream from the 390-MW Dulhasti Hydroelectric Project on the Chenab River.

RED ROCK HYDROPOWER PROJECT

The 36.4-MW Red Rock hydroelectric plant is being built at an existing dam on the Des Moines River in Iowa, U.S. The powerhouse will be located downstream from the U.S. Army Corps of Engineers’ Red Rock Dam and contain two Kaplan turbine-generator units fed by an intake structure upstream from the dam. This rolled earthfill embankment dam with a gravity concrete control section is 5,200 feet long and 95 feet high above the flood plain and was built in the 1960s to provide flood control. The plant is expected to produce enough electricity to power about 18,000 homes each year. This will be the first hydro facility Missouri River Energy Services develops.
