Dr Chen is a naturalized Taiwan citizen. As you can see, she is fluent in Chinese Mandarin. After 25 years in Taiwan, she is still fluent in Burmese language.
(I have read an article which stated that there are over 100,000 Burma expatriates living in Taiwan)
