    LONDON — The endgame for Europe is fast approaching.

    Eighteen months into the sovereign debt crisis, and the futile efforts to fix it, Europe is running out of time. While Europe’s leadership may well keep on its current path of offering piecemeal solutions, nervous investors are fleeing European countries and banks.
    What’s left for Europe are two likely options: either it splits apart or it binds closer together.

    And each of these scenarios, from Greece exiting the euro zone to, conversely, a deeper political union in which a federal Europe takes control of national budgets, brings with it serious political, legal and financial consequences.

    But with financial panic now threatening to move from Italy and Spain to Belgium, France and even Germany, the euro zone’s paymaster, the pressure upon Europe to arrive at a solution has reached its most intense point yet.

    Even Britain’s satirical weekly, Private Eye, has weighed in, proposing last week that the answer was for Europe itself to leave the European Union.

    Underlying these scenarios however, from the absurd to the less so, has been Europe’s persistent inability to rectify the central conundrum of its common currency project: how to get money from the few countries that have it, mainly Germany, to the many that need it — Greece, Italy, Spain, Portugal, Ireland and perhaps even France.

    The consequences for continued inaction are dire. Uncertainty and austerity have killed the euro zone’s growth prospects and analysts now expect the euro area’s economy to shrink by 0.2 percent next year — a blow for the many American companies that export there.

    U.S. banks are also on the hook. According to the Institute of International Finance, American financial institutions have $767 billion worth of exposure via bonds, credit derivatives and other guarantees to private and public sector borrowers in the euro zone’s weakest economies.

    And as the European Central Bank continues to hold back from printing money as its peers in America and Britain have done, investors now see a much higher likelihood of a broad market crash and a worldwide recession.
    Such anxieties were on display last week when Vitor Constâncio, the vice president of the E.C.B., gave a speech to investors in London.
    It was billed as an address on the international monetary system, but, given the circumstances, there was little interest from investors in Mr. Constâncio’s views regarding fixed versus floating exchange rates and quite a lot in terms of what steps the E.C.B. might take to address the crisis.
    One somewhat frantic investment banker said that it was not only the Italians and the Spanish who were having problems selling their bonds; even the Germans were having problems….
    In a recent paper, Simon Tilford, an economist at the London-based Center for European Reform, points out that imposing more rules in place of a federal framework whereby the euro zone can commonly transfer or borrow money — as is the case in the United States — will end in disaster….

    Eurozone leaders have warned that the bloc is entering a decisive phase in its bid to resolve the debt crisis.
    Italy’s Prime Minister Mario Monti said there would be no room for error at next week’s European Union summit and that financial markets would punish inaction.
    EU Monetary Affairs Commissioner Olli Rehn said the eurozone was entering a “critical period of 10 days”.
    Finance ministers met in Brussels on Wednesday for more talks on the crisis.
    After the meeting, Mr Monti told a news conference that markets would “sanction” further delays in sorting out the debt woes and restoring confidence.
    “We know that what will be decided or not decided will be sanctioned by the markets on the 10th” of December – the day after the two-day summit ends, he said.
    Earlier, Mr Rehn said the region had just days to take decisive action.
    “We are now entering the critical period of 10 days to complete and conclude the crisis response,” he said.

    BRUSSELS – Europe’s worst financial crisis in generations is forging a new European Union, pushing Britain to the sidelines and creating a more integrated, fiscally disciplined core of nations under the auspices of a resurgent Germany. ….

    The new disciplinary rules may help ensure that there will not be another euro crisis, but they may not be sufficient to fix the current crisis – to assuage market unease that Europe and the European Central Bank are not doing enough now to stand behind vulnerable nations.

    While some progress was made here in increasing the size of the bailout funds to help the most heavily indebted states, it is still considered inadequate. That is largely because Germany refuses to sanction the use of the European Central Bank as a lender of last resort for the countries in the euro zone.

    The leaders sent an important signal to the bond markets by scrapping a pledge to make private investors absorb losses in any future bailout for a euro nation. But they made only limited progress in increasing the financial backstop to vulnerable and core nations like Italy and Spain, which are paying unsustainable interest rates on their bonds.

    What worries many is the size of the euro zone debts that must be refinanced early next year. Euro zone governments have to repay more than 1.1 trillion euros, nearly $1.5 trillion, of long- and short-term debt in 2012, with about 519 billion euros, or $695 billion, of Italian, French and German debt maturing in the first half alone, according to Bloomberg News. ……

    Mr. Sarkozy also said he was tired of British criticism of the handling of the crisis. “I am sick of hearing every day David criticizing us,” Mr. Sarkozy said, according to one official briefed on the discussions. On Friday, as the summit meeting was breaking up, Mr. Sarkozy snubbed Mr. Cameron, brushing past his outstretched hand.

    Washington, December 9 (Reuters/Richard Cowan) – Despite some recent signs the sluggish U.S. economy might be improving, President Barack Obama warns it could be years before the country is on a sound footing.
    In excerpts from an interview with CBS’ “60 Minutes” program that will air on Sunday, Obama was asked whether he underestimated how difficult it would be to fix the U.S. economy when he became president in 2009.
    “I always believed that this was a long-term project,” the Democratic president told “60 Minutes.” He added it would “take time” to reverse “structural problems in our economy that have been building up for two decades.”
    Obama added in the excerpts, released on Friday, that he thought “it was going to take more than two years. It was going to take more than one term. Probably takes more than one president.”
    When asked whether he thought the U.S. jobless rate might drop to 8 percent by next November’s presidential and congressional elections, Obama said: “I think it’s possible. But … I’m not in the job of prognosticating on the economy.”
    Reducing unemployment is considered key to Obama’s re-election chances next year.

    The U.S. jobs picture has improved in recent weeks, with the national unemployment rate falling to 8.6 percent from 9 percent. The government also reported this week that the number of Americans filing new claims for unemployment benefits dropped to a nine-month low last week.
    But even an 8 percent unemployment rate is considered high – a 4 percent or 5 percent rate is seen as about normal – and if it stays high in coming months, it could complicate Obama’s hopes for re-election.
    Some independent economists have suggested the national jobless rate is likely to be in the range of 8 percent to 9 percent, leaving millions unemployed over the long run.
    A new CBS News poll has Obama’s approval rating at 44 percent, with 54 percent of respondents saying he did not deserve a second four-year term.
    Only 33 percent gave Obama good marks for his handling of the economy, the lowest of his presidency, according to the CBS poll released on Friday.
