Former Foreign Minister Surakiart Sathirathai, head of the Advisory Board to the Committee for Implementation of the Recommendations on Rakhine State, appointed by Myanmar’s State Counselor Daw Aung San Suu Kyi, discussed the challenges of his new role with Nattaya Chetchotiros.
I think that if she did not work with all parties involved, everything would go back to square one. Ms. Suu Kyi still represents hope … I don’t want to pinpoint who is right or wrong, but there is a big gap between the international and Myanmar government narratives of the situation in Rakhine.

COLOMBO, Sri Lanka — Massive debts threaten to force the Maldives to cede territory to China as early as 2019, former President Mohamed Nasheed said, warning that a flawed presidential election this year would lead to a Chinese takeover of the island nation.
“We can’t pay the $1.5 to 2 billion debt to China,” Nasheed told the Nikkei Asian Review in an interview in Sri Lanka. He argued that the Indian Ocean country, known mostly as a tourist destination, takes in less than $100 million a month in government revenue.
Nasheed, who held office from 2008 to 2012, fled to the U.K. in 2016 following his arrest and conviction under anti-terrorism laws for ordering the arrest of a judge. He now splits his time in exile between there and Sri Lanka.
As of January, obligations to China accounted for “nearly 80%” of the Maldives’ foreign debt, according to Nasheed. Much of the money went into infrastructure, including roads, bridges and airports. But these are “vanity projects,” according to Nasheed: “roads going to nowhere, airports that [will sit] empty.” All the while, the Maldives’ debts are accruing interest at high rates, Nasheed said.

A 100-page report written by artificial intelligence experts from industry and academia has a clear message: Every AI advance by the good guys is an advance for the bad guys, too.
The paper, titled “The Malicious Use of Artificial Intelligence: Forecasting, Prevention, and Mitigation,” calls this the “dual-use” attribute of AI, meaning the technology’s ability to make thousands of complex decisions every second could be used to both help or harm people, depending on the person designing the system. The experts considered the malicious uses of AI that either currently exists or could be developed over the next five years, and broke them out into three groups: digital, physical, and political.

Mitsutoki Shigeta, 28, the son of a rich IT tycoon, became the focus of a “baby factory” scandal in 2014 after the Thai police discovered he had fathered nine infants, aged between two weeks and two years old, who were being cared for by nannies in an upmarket Bangkok apartment.

China to issue 5-year visas for foreigners of Chinese origin

Many ethnic Chinese living outside of China will be able to apply for visas valid for much longer stays from today, as the country tries to attract overseas Chinese to live and do business there.
Following changes to visa rules, foreigners of Chinese origin will be able to apply for visas valid for multiple entries over a period of five years, up from one year previously.
The changes will also see validity periods for residency permits for these foreigners extended from three years to five, reported the state-run China Daily last week.
A foreigner of Chinese origin refers to either a former Chinese citizen who has obtained foreign citizenship, or the children of present or former Chinese citizens, according to China’s official definition, reported South China Morning Post.
Such an individual would need to have one parent, grandparent or ancestor who is or was a Chinese citizen.
