AUSTRALIAN women are allegedly being offered as much as $60,000 to wed foreigners desperate for citizenship in a visa scam.
Top One Consultancy Services in Sydney’s Chinatown is allegedly one of many agencies recruiting potential brides to match with Chinese men it solicits on the internet, a Sunday Telegraphinvestigation reveals.
A woman claiming to work for the company quoted prices of up to $100,000 to arrange sham marriages, used to secure Australian partnership visas.
The service was being spruiked on one of Australia’s most popular Chinese-language websites, , targeting students who want to stay here when their studies finish, but one of the company’s directors denied it dealt in sham weddings.
The woman, who identified herself in English as Melody Chan and claimed she worked for Top One Consultancy Services, said prices started at $70,000 for phony Caucasian brides and reached $80,000 to $100,000 for ethnically Chinese women, depending on their proficiency in Mandarin.
Ms Chan said the brides – who face jail if caught – could expect to pocket more than half the price. In an email to The Sunday Telegraph, she said brides sold into a $70,000 sham wedding received $5000 on the “wedding day” and $15,000 after the first interview with the Department of Immigration up to nine months later.
The final payment was made after two years, when the union was declared legitimate. The firm has all parties sign an agreement and demands would-be brides submit a photograph. The woman’s email said: “All you have to do is go through with the ceremony, take photos, open joint account & change address on lic, waif or (sic) each payment to be released.
“We will put it on an agreement, client will have own agreement with you stating each of your responsibilities.”It is understood ethnically Chinese women could pocket us much as $60,000 if they sold their vows.
Top One Consultancy Services was registered to Zhe Feng and Ouyu Chen, who listed their parents’ addresses as their residence with the Australian Securities and Investments Commission.
Mr Feng told The Sunday Telegraph commercial marriages were common in Australia, but denied his company arranged them.
Mr Feng said he organised education services for foreign students.
“Some of my clients have spoken to me about doing the paperwork for the Immigration Department but I told them I am not a registered migration agent and I cannot do that. I don’t have the power to do that,” he said.
“There are many other places in Chinatown where you can do it. Aussies don’t really know about it (commercial marriage). Most migration agencies can do partner migration and they don’t really judge whether you are married for real or not.
“It’s illegal, it’s fraud to the Immigration Department.”
When questioned about his son’s business, Mr Chen’s father said his son ran an immigration agency and was in China.
Ms Chan said applicants were matched by age and the marriages had a greater chance of success if clients had a student visa.
She said ethnically Chinese women commanded a higher fee because willing candidates were harder to find.
“If you can accept a native, English-speaking girl, the price is only $70,000,” she said.
Ms Chan said officials tended to check by phone rather than in person, so the couple did not need to live together.
However, they still need to have a decent wedding celebration and hang wedding photos on their walls and open a joint bank account.

As soon as you become Australia Permanent Resident ( not even Citizen yet ),
Generally, AU Government takes full responsible of you.
If you don’t have a job,
Government will give you 1000 A$ per month & (possible) housing also.
I already explained it thoroughly in the Forum ( please see it in Forum ).
I know Myanmar refugee family ( father, mother, son & daughter, total 4 )
All of them have no job.
Government provided them &
They can even buy a new car &
They can even send back 200000 Ks per month, to their relatives in Myanmar, without doing any job. 😛

Normally, your marriage should be continue at least (2) years from your visa application.
During this (2) years,
you will get only temporary visa,
Government will not give you any providing except Medical.
After this (2) years,
You will get Permanent Resident status.
Government will provide you, if you don’t have a job.

If this Australian repeatedly married several times,
Government will not approve his/her again.
Government also checks the duration of marriage.
For example,

Because, she was already married to foreigner 2 times &
duration of her marriages were too short & she had no children with them.

AN Australian citizen who sponsored two husbands to come to Australia has been refused a visa application for a third.
Ghada Najdi told a court she wanted to bring her latest husband from Egypt to Australia, despite the Migration Review Tribunal’s ruling that two earlier husbands was her limit.
Ms Najdi had already sponsored two men as partners. Her third husband applied for a spousal visa in May 2010, according to Federal Magistrates’ Court documents.
The migration tribunal ruled she did not have “compelling” grounds to overturn the limit of two husband visas, court documents said.
The tribunal also found that the couple had no children together and had been in the relationship for only a short time before they applied for his visa.
It is not clear from court documents if she divorced her first two husbands or practises polygamy.

Their country is rich,
but, I think some Aussies are lazy & opportunist.
I want to tell the true story.
one Aussie female soldier who served in AU armed force.
She said, she worked together with vast majority of male soldiers.
But, her breasts are very small so that she cannot attract those male soldiers.
So, she got inferior complex ( feel lower mental disorder ).
She said, this is a job related ( occupational ) problem to her health.
Then, she sued to Australia Military &
she asked them ” to made her breast in-plant operation with military money “.
What a ridiculous idea ???

2. Age Pension – for people planning for retirement or who are already retired.
3. Assistance for Isolated Children – for families with a child who cannot attend school locally because of distance or special needs.
4. Austudy Payment – for full-time students and New Apprentices aged 25 years or over.
5. Carer Allowance – for people who care for an minors 16-17 and adults over 18 years with a disability.
6. Carer Allowance (Child) – for people who care for a child under 16 years with a disability.
7. Carer Payment – for people who provide full-time care for someone with a disability

The system in Australia is designed to support citizens & residents “no matter how long” they have been unemployed.
For any single unemployment person
( for example; one Myanmar citizen, who got migrant visa to live in Australia, but still jobless ),
New start (unemployed) allowance = A$228 per week
Rent assistance = A$55.90 per week
Pharmaceutical Allowance = A small payment of A$6.00 per fortnight ( 3 $ per week )
( the concessional rate of medicines = not to be more than A$5.40 per script )
Telephone Allowance = a basic rate of A$23.40 and a higher rate of A$35.20
So, in total,
228+55.9+3+23.4=310.3 per week = 1241.2 AU $ per month + other benefits ( no matter how long )
Let say, government will pay around 1240 A$ ( 1300 US $ ) per month for one jobless person.
1 AU $ = 1.05 US $ ( Today exchange rate )
But, I don’t like Australia’s Social Security system,
as this creates a lot of lazy people ( they don’t want to work, just take the dole, eat & sleep ).
On the other hand, hard working people need to pay a lot of taxes to government.
For example :
I saw, one refugee ( 22 year old, from Myanmar, jobless ) bought a brand new car ( Toyota RAV4, SUV ) from this dole money. Their whole family do not need to work, but they can even give money back to their relatives in Myanmar ( 200000 Kyats every month ).
On the other hand,
one fellow level Doctor need to pay between 70000 to 100000 A$ “for income tax alone, every year”.
too much & too bad.
It is unfair,isn’t it ?
Australia’s minimum wage ( by law ) is
15.51 A$ per hour ( 16.25 US$ per hour )
589.30 A$ per week ( 618.50 US$ per week )
Recent exchange rate is 1.00 A$ = 1.05 US$
Generally, employees in the national system should not get less than this.
