The rebels claim they have now taken control of nearly all of Tripoli, but Gadhafi loyalists fired shells and assault rifles at fighters who had captured the Libyan leader’s personal Bab al-Azizya compound one day earlier.

TRIPOLI, Libya—Libya’s National Transitional Council has won control over the country’s major cities, secured diplomatic recognition and gained international funding—but on the ground in the capital, there are few signs the new officials are ready to start governing.

Tripoli has been the heart of Col. Moammar Gadhafi’s police state, but his larger governing ideology shunned centralized institutions. Now, as the transitional authority looks to create new federal structures, hurdles both large and small stand in its way, ranging from basic questions of which buildings new ministries will occupy to the knottier question of paring Gadhafi hacks from employment rolls and finding skilled technocrats to fill those gaps.

The NTC says Tripoli has now been secured from Gadhafi fighters and has called on rebels from outside the capital to return home. But in outlying cities, there are still pockets of fighters loyal to the leader of 42 years, and broader confusion remains about the authority of the NTC members themselves.

    After six months of pro-democracy uprisings, what were once besieged streets are now filled with thousands of people gathered to celebrate the rebel victory in the capital city of Tripoli.

On Sunday evening, Libyan rebels entered the city’s Green Square, now renamed “Martyrs’ Square,” facing no resistance from forces loyal to Muammar Qaddafi.

By Monday morning, most of the capital was under the control of rebel forces, whose opposition flags could be seen everywhere.

According to the rebel leadership, at least two of Qaddafi’s sons, Saif Al-Islam and Mohammed, are in rebel custody. Meanwhile, Qaddafi’s presidential guard units have laid down their arms.


Residents took to the streets to celebrate the collapse of Qaddafi’s forces and the end to what they see as the fall off Qaddafi’s four-decade rule. Some people blew their car horns and others were seen embracing each other and shouting with joy. Weapons were fired into the air and fireworks lit the night sky.

The whereabouts of Mr. Qaddafi are unknown.
