STATEMENT BY SECRETARY CLINTON
Violence in Burma’s Rakhine State
The United States continues to be deeply concerned about reports of ongoing ethnic and sectarian violence in western Burma’s Rakhine State and urges all parties to exercise restraint and immediately halt all attacks. The Burmese Government has announced a State of Emergency and curfews in Rakhine State, but reports of violence continue.
We join others in the international community and call on authorities to work with local leaders—together with Muslim, Buddhist, and ethnic representatives, including Rohingya—to halt the ongoing violence, begin a dialogue toward a peaceful resolution, and ensure an expeditious and transparent investigation into these incidents that respects due process and the rule of law.
The United States has welcomed Burma’s recent reform efforts and the important steps President Thein Sein, Aung San Suu Kyi, and other leaders inside and outside of government have taken. The situation in Rakhine State underscores the critical need for mutual respect among all ethnic and religious groups and for serious efforts to achieve national reconciliation in Burma. We urge the people of Burma to work together toward a peaceful, prosperous, and democratic country that respects the rights of all its diverse peoples.

Violence in Rakhine and Kachin States Poses Potential Threats to U.S. Citizen Travelers
The U.S. Embassy in Rangoon urges all U.S. citizens to avoid travel to Kachin and Rakhine States because of escalating violence in these areas.
In Rakhine State, situated on the border of Bangladesh in southwest Burma, sectarian violence on June 8 and June 9 reportedly left many local residents dead and hundreds homeless. Violence between Buddhists and Muslims is said to be centered around Rakhine State’s capital, Sittwe, and in other northern areas of Rakhine State, including Maungdaw and Buthidaung townships. Burmese state media reported that on June 10, President Thein Sein declared a state of emergency and curfews in response to the violence.
In Kachin State, in northern Burma on the border of China, armed clashes between the Kachin Independence Army (KIA) and the Burmese Army have been ongoing since June 2011 and have reportedly displaced up to 100,000 people. The violence continues to affect civilians; on April 29, 2012, an improvised explosive device exploded on a passenger train bound for Myitkyina, the capital of Kachin State, injuring two people.

၁၉၈ဝ ဝန်ကျင် (မောင်မိုးညို တို့တက္ကသိုလ်ကျောင်းသားဘဝတုံးက) ကရခိုင် (နပခ) မှာတာဝန်ယူခဲ့တဲ့စစ်တိုင်းမှူးဖြစ်တဲ့ ဗိုလ်ချုပ်စိုးမြင့်က ရန်ကုန်စစ်ရုံးချုပ်ကနေတဆင့် နိုင်ငံအကြီးအကဲံဖြစ်တဲ့ ဦးနေဝင်းဆီ အမိန့်ခံပါတယ်။ ဘင်္ဂလားဒေရှ် ကိုဝင်သိမ်းပြီးဒက္ကားကနေ ဖုံးပြန်ခေါ်ပေးရမလား ဆိုတဲ့ကိစ္စပါ။ တကယ်ဖြစ်ခဲ့တဲ့ကိစ္စပါ။အဲ့ဒီအချိန်တုံးကစခဲ့တဲ့ ဘင်္ဂါလီလူမျိုးစုများနဲ့ တိုင်းရင်းသားရခိုင်များအကြားစတင်ခဲ့တဲ့ လူမျိုးရေးကိစ္စပါ။ မြန်မာဟာ စစ်ရေးအရ ဘင်္ဂလားဒေ့ရှ်ပေါ်မှာ စစ်ရေးအသားစီးရှိခဲ့တဲ့ ကာလကြီးတခုပါ။ သိရသလောက်အဲ့ဒီတိုင်းမှူးကိုမကြာခင်မှာဘဲ ရန်ကုန်ကိုပြန်ခေါ်ယူလိုက်တယ်ဆိုတဲ့သတင်းပါ။ ရာထူးတက်သွားတယ်ဆိုတာကိုလဲကြားဘူးနားဝရှိခဲ့ပါတယ်။
ဘင်္ဂလီတွေမြန်မာထဲ အိဝင်နေတာအဲ့ဒီမတိုင်ခင်ကတည်းကပါ။ မန္တလေးကိုတရုတ်လူမျိုးတွေ မသိမသာဘဝကနေသိသိသာသာ ဝင်လာနေခဲ့တဲ့ပုံစံပါဘဲ။ ဝင်ခါစကတော့အောက်ချေသိမ်းအလုပ်ကြမ်းတွေကို၊ အလုပ်မရွေး လုပ်ကြသူမို့ အစကဘာပြဿနာမှမရှိခဲ့ပေမဲ့ အလုံးအရင်းနဲ့၊ လူဦးရေများလာတာနဲ့အမျှ၊ ချိုထောင်လာတဲ့ အခြေတိုင်ရောက်ခဲ့ပုံရပါတယ်။
အခုဆို လွှတ်တော်(၂)ရပ်မှာ ဘင်္ဂါလီနွယ်ဖွားကဆင်းသက်လာပုံရှိတဲ့ အမတ်တွေ (၂-ဦးလောက်ရှိမယ်ထင်တယ်) ရောက်နေပြီမိုးသမိုင်းနဲ့ချီနေတဲ့လူမျိုးစီးဆင်းမှုတွေရှိနေပြီမို့၊ ဘင်္ဂလီတွေဟာ မြန်မာတိုင်းရင်းသားမဟုတ်ပါဘူးလို့ ငြင်းလို့မရတော့ပါဘူး။ ပျူ၊ကမ်း၊ယံ၊သက် ကစီးဆင်းခဲ့တဲ့ မြန်မာတိုင်းရင်းဖွားတွေ နှစ်ရာထောင်ချီခဲ့တဲ့ သမိုင်းစတင်သလိုလဲ၊ ဘင်္ဂါလီတွေဟာလဲ မြန်မာာလူမျိုးရေးစီးဆင်းမှုသမိုင်းကြောမှာဝင်နေပြီဆိုတာ လက်ခံကြရပါလိမ့်မယ်။
ပြဿနာက လူမျိုးရေးထက်၊ လိုက်နာနေကြတဲ့ မိရိုးဖလာယဉ်ကျေးမှု နဲ့ အဓိကကျလှတဲ့ ကိုးကွယ်ရာဘာသာ တို့က လူမျိုးရေးပဋိပက္ခဖြစ်စေမှုကို စတင်စေတဲ့စနက်တွေဖြစ်နေပါတယ်။
နှစ်ထောင်ချီနေပြီဖြစ်တဲ့ ဗုဒ္ဓဘာသာကိုးကွယ်မှုနဲ့ ရာစုနှစ်ကာလသက်တမ်းရှိနေပြီဖြစ်တဲ့ အစ္စလမ်ဘာသာကိုးကွယ်မှုတွေရဲ့အားပြိုင်မှု အဖြစ်ရောက်နေပါပြီ။ လူမှုဆက်ဆံရေး နဲ့ အိမ်ထောင်ရေး နယ်ပယ်ကျယ်ပြောမှုမှာ၊ ဖေါ်ပြခဲ့တဲ့ မိမိတိုရိုးရာယဉ်ကျေးမှု နဲ့ ဘာသာယုံကြည်မှုတွေက သွေးတိုးစမ်းစေတဲ့ အဓိက challenges တွေဖြစ်နေပါတယ်။ ဟဲ့-သူကမွတ်ဆလင်မို့။ ဟာ-သူကကုလားပါ…ဆိုတဲ့ လူမျိုးရေးတွေက အတောမသတ်နိုင်တဲ့၊ လူမျိုးရေးစည်းခြားမှုတွေအဖြစ်ဝင်လာပါတယ်။ ဟိုး ယခင်က လူနည်းစုမို့၊ မပြောသာပေမဲ့ လူများစုဖြစ်လာချိန်မှာ ခေါင်းထောင်လာတဲ့ကိစ္စဖြစ်နေပါတယ်။
ဒီကိစ္စက သိမ်မွေ့နူးညံ့တဲ့ အရေးအရာကိစ္စတွေပါ။ ခုနေပြဿနာငြိမ်းသွားပေမဲ့ အချိန်မရေးခေါင်းထောင်ထလာနိုင်ပါတယ်။ အစိုးရက ဥပဒေနဲ့ ထိမ်းချုပ်နိုင်တဲ့အနေအထားရှိပေမဲ့ ဒေသခံတိုင်းရင်းသားတွေရဲ့ ရင်ထဲမှာခံစားနေရတဲ့ ဒေါသမီးကိုတကယ် ငြိမ်းနိုင်အောင် လုပ်နိုင်သူတွေက၊ ဒေသခံ တိုင်းရင်းသားခေါင်းဆောင်နဲ့ မြို့မိမြို့ဖတွေပါဘဲ။ သူတို့တတွေ မဝင်လို့မဖြစ်ပါဘူး။ ရခိုင်းတိုင်းရင်းသူတယောက်ကို၊ ဘင်္ဂါလီလူမျိုးတွေက ဝိုင်းမတရားကျင့်တယ် ဆိုတာ လူမှုရေး ရှုထောင့်ကပဲကြည့်ကြည့်၊ ဘာသာရေးနဲ့ လူမျိုးရေးရှုထောင့်ကပဲကြည့်ကြည့် မတရားတဲ့၊ သည်းခံနိုင်စရာမရှိတဲ့၊ ကိစ္စပါဘဲ။
နိုင်ငံထူထောင်ရေး၊ တိုင်းရင်းသားရင်ကြားစေ့ရေးဒကိစ္စတွေမှာ၊ ပြည်တွင်းကရောနိုင်ငံတကာက မျက်စေ့ဒေါက်ထောက်ကြည့်နေချိန်မှာ၊ အစိုးရရဲ့ ရပ်တည်ချက်၊ အရေးယူဆောင်ရွက်မှုတွေ ဘယ်အထိထိရောက်မှန်ကန်မှုရှိသလဲဆိုတာတွေ ကိုသမိုင်းက မှတ်ကျောက်ပြုပါလိမ့်မယ်။ အရေးကြီးတာကတော့ ခုချိန်မှာ နိုင်ငံနဲ့ေးသအစိုးရတွေသာမက အဓိကကျလှတဲ့ တိုင်းရင်းသားခေါင်းဆောင်အစစ်အမှန် (ကြံ့/ဖွံ့ လောက်နဲ့မပြီး) တွေ လက်တွဲညီညာရှိကြရဘို့သိပ်လိုအပ်တဲ့အချိန်ဖြစ်ပါတယ်။
ဒီလုပ်ဆောင်ချက်တွေကိုပုံရိပ်ထင်စေမဲ့ စတုထ္ထမဏ္ဍိုင်အခန်းကဏ္ဍရဲ့အခရာကျမှု နဲ့ သတင်းမှန်ကန်တိကျမှုတွေ ဟာ အရေးတကြီးလိုအပ်တဲ့ကိစ္စတွေဖြစ်လာပါတယ်။ ဒို့ဂျာနယ်မှာ သတင်းတွေပလူပျံတိုင်း၊ ဦးဦးဖျားဖျားတင်ပြနိုင်တိုင်း နိုင်ငံအကျိုးပြုတယ် လို့ခပ်တည်တည်နဲ့ ဖြီးလို့မရပါဘူး။ ဂျာနယ်တွေပေါ် မှီခိုအားကိုးနေတဲ့ လူထုကိုရပ်တည်ချက်အမှန်ဟာ ဘာလဲဆိုတာမီးမောင်းထိုး လမ်းပြနိုင်တဲ့ သတင်းမျိုးဖြစ်ဘို့အရေးတကြီးလိုအပ်လာပါတယ်။ ကို်ယ့်သတင်းက လူထုရဲ့အာရုံထဲမှာ သို့လောသို့လော ဆိုတဲ့ပဟေဠိ အနေကိုခေါ်ဆောင်မသွားစေချင်ပါဘူး။
အမေရိကန်အစိုးရရဲ့ကြေငြာချက်ကိုလေ့လာရင်လည်း၊ ဒီမိုကရေစီလမ်းပေါ်စရောက်စပြုနေတဲ့မြန်မာနိုင်ငံရဲ့ဖြစ်ပေါ်တိုးတက်မှုလမ်းကြောင်းမှာ၊ လူမျိုးရေးအဓိအရုဏ်းမှုကအင်အားချိနဲ့သွားစေမှာကို စိုးရိမ်ပူပန်မှုရှိကြောင်း သဘောထားပြုတာကိုသတိထားမိမှာပါ။ မြန်မာ့ဒီမိုကရေစီရေးလမ်းကြောင်းကို U-turn မလုပ်တော့ပါဘူးဆိုတဲ့ သမ္မတ သိန်းစိန်ရဲ့ ကြွေးကြော်ချက်ကို လမ်းမချော်မိစေဘို့ အရေးတကြီးသတိထားကြဘို့လိုပါတယ်။ (သိကြဘို့က မြန်မာ့ဒီမိုကရေစီရေး ဖြစ်ပေါ်တိုးတက်မှုကို မနာလိုမရှိစိမ့်နိုင်ကြတဲ့ အိမ်နီးချင်းအချိုးရှိတာကိုသတိချပ်ကြဘို့လိုပါတယ်။) မနာလိုသူတွေက ဝမ်းသာလုံးဆို့စေမဲ့ကိစ္စတွေ သတိထားရှောင်ကြဘို့လိုပါတယ်။
ဥပဒေကြောင်းအရ အရေးယူတဲ့ကိစ္စတွေ မှန်မှန်နဲ့ မြန်မြန်ဖြစ်အောင် အားပေးကြပါ။ ဒေသခံတိုင်းရင်းသားတွေ ကသီးခံစိတ်နဲ့ ကိုယ့်ပြည်နယ်ဒေသရေရှည် တည်တန့် တိုးတက်နိုင်ရေးကို အမျှော်အမြင်ရှိတတ်ကြဘို့လိုပါတယ်။ လွှတ်တော်အမတ်တွေ လူထုကြားဆင်းကြပါ။ နိုင်ငံရေးပါတီတွေ လူထုကြားဆင်းကြပါ။ ခုချိန်ဟာ ဒီခေါင်းဆောင်တွေ အလုပ်လုပ်ကြရမဲ့ အချိန်ပါ။

အတွေ့အကြုံ ဗဟုသုတ ကြွယ်ဝတဲ့ ဦးမိုးညိုရဲ့ စကားလုံးတိုင်း စကားလုံးတိုင်းက အဓိပ္ပါယ်တွေပြည့်ဝပြီး အကျိုးများလှတာမို့ အခုအချိန်မှာ အလိုအပ်ဆုံး ကုသဆေးကြီးပါပဲ။ 🙂

ဆရာမိုးညိုရေ .. အမှတ်မမှားရင် ကျွန်တော်တို့ ဘင်္ဂလားဒက်ရှ်နဲ့ ပြဿနာတက်တာ ၁၉၈၂၊ ၈၃ လောက်မှာထင်ပါတယ် ။ အဲ့ဒီ့တိုင်းမှုး အာချောင်တာနဲ့တူပါတယ် ။ သိသလောက်တော့ ကျွန်တော်တို့ အလျှော့ပေးလိုက်ရတာပါ ။ ပြေးသွားတဲ့ ဘင်္ဂလီတွေကိုပြန်လက်ခံရလိုက်တဲ့ အချိန်မှာ ပြေးသွားတာက နဲနဲ ပြန်ဝင်လာတာ က အဆပေါင်းများစွာ နဲ့ပါ ။
ကိုစံလှကြီး ဒီစာများဖတ်မိတယ်ဆိုရင် အဲ့ဒီ့တုန်းက အကြောင်းလေးတွေ ပြန်လည်ရေးပေးရင် သိ်ပ်ကောင်းမှာဘဲလို့ မေတ္တာရပ်ခံချင်ပါသည်။

ကိုထူးစန်ခင်ဗျား..။ သိရသလောက်အဲ့ဒီနှစ်ပိုင်းလောက်တွေကပါဘဲ။ တိုင်းမှူးက အာချောင်ရလောက်အောင် ဘင်္ဂါလီတွေက အလုံးအရင်းနဲ့ဝင်လာကြတာကိုး။ အကြောင်းသိမောင်းသိဆိုတော့….ကြုံးဝါးပုံရပါတယ်။ အမှန်ပြောရရင်…အဲ့ဒီတုန်းက ဘင်္ဂါလီတွေဝင်ရောက်လာတဲ့ resettlement ကို လူဝင်မှုကြိကြပ်ရေး စနစ်တကျလုပ်စီမံခဲ့ရင် ဒီလိုအခြေအနေတွေမဖန်တီးနိုင်ခဲ့ဘူးလေ။
ဗဟုသုတနဲ့နိုင်ငံရေးဗျူဟာ နည်းပါးခဲ့တဲ့ဒါဏ်ကို ခုခေတ်ပေါက်လူထုက ခါးဆီးခံနေရချိန်ပေါ့။

အဲဒါနဲ့ ပါတ်သက် လို့ ထဲမှာလဲ ရေးထားတယ်။
အဲဒါအပြင် ကိုယ့်တာဝန်ကိုယ်မယူတတ်လို့ သူများ ကို အပြစ်ဖို့ တတ်တာလဲ ပညာတစ်မျိုးပါဘဲ ဆိုတာကို လေ့လာမိခဲ့ပါရဲ့။

ဒါပေမဲ့ လွတ်လပ်ရေး ရပြီးတာ “၁၉၄၈ ကနေ ၂၀၁၂” – ၆၄နှစ် ကာလ အတွင်းမှာ ဒီလို အမွေဆိုး တွေ ကို စွန့်မပစ် ရက်ဘဲ တစ်ပွေ့ပွေ့ နဲ့ ပိုက် ထားခဲ့ရတာ ရော ဘယ်သူ့ကြောင့် လို့ ပြောရမလဲ။ 🙄
