YANGON (Reuters) – Pro-democracy leader Aung San Suu Kyi welcomed on Friday renewed U.S. engagement with Myanmar, saying she hoped it would set her long-isolated country on the road to democracy.
Secretary of State Hillary Clinton held a final meeting with Suu Kyi as she wrapped up a landmark visit to Myanmar which saw the new civilian government pledge to forge ahead with political reforms and re-engage with the world community.
Clinton and Suu Kyi – the Nobel laureate who has come to symbolize the pro-democracy aspirations of Myanmar’s people – held a private dinner on Thursday and met again on Friday at Suu Kyi’s lakeside home, effectively her prison until she was released in November last year after years in detention.
“If we go forward together I’m confident there will be no turning back from the road to democracy. We are not on that road yet but we hope to get there as soon as possible with our friends,” Suu Kyi said.
The two, arguably the world’s most well-known women politicians, met for about an hour and a half then stood on a verandah, holding hands as they spoke to a crowd of reporters.
They both appeared visibly moved as they embraced after their meeting, and a senior U.S. official said it was clear they had established a strong personal rapport during their first face-to-face talks.
Neither mentioned U.S. sanctions on Myanmar, imposed because of rights abuses and the suppression of democracy. But Clinton said at a later news conference that the restrictions might end if reforms continue.
“If there is enough progress, obviously we will be considering lifting sanctions. But as I said before we’re still at the very early stages of this dialogue,” she said after being asked about sanctions by a Myanmar reporter.
She acknowledged that removing the sanctions would help Myanmar’s struggling economy, but said the United States needed to be sure that real changes were under way.
“There need to be some economic reforms along with political reforms so that the benefits would actually flow to a broad base of people and not just to a very few,” she said.
ALTERNATIVES TO CHINA
Clinton has repeatedly praised Myanmar’s new army-backed civilian government for moving ahead with reforms following elections last November that ended some five decades of unbroken military rule.
The government has taken steps to broaden political participation, release some political prisoners, and gradually expand freedoms of expression and assembly.
Suu Kyi said Myanmar needed help on education, healthcare and strengthening rule of law and welcomed new U.S. support for World Bank and International Monetary Fund (IMF) assessment missions to help draw up priorities for a country whose shambolic economy is increasingly reliant on China.
“We have to find out what our greatest needs are,” she said.
Clinton said the United States would do what it could to help, announcing new support for small programs to help landmine victims and support microfinance and healthcare projects.
But in a sign of the straightened circumstances the United States faces amid fears of huge budget deficits, the new funding amounted to just $1.2 million on top of the $40 million the United States already provides in aid to Myanmar each year.
Clinton’s trip follows a decision by U.S. President Barack Obama last month to open the door to expanded ties, saying he saw the potential for progress in a country until recently seen as a reclusive military dictatorship firmly aligned with China.
Suu Kyi and Clinton both stressed that Myanmar’s new civilian leaders – many of them former military figures – must address the issue of political prisoners, which Clinton said still numbered more than 1,000 despite the release in October of about 230.
“We need all those who are still in prison to be released and we need to ensure that no more are arrested,” said Suu Kyi, the daughter of the country’s assassinated independence leader, Aung San.
OPPORTUNITIES AND CHALLENGES
Clinton’s trip – the first by a senior U.S. official in more than 50 years – represents an opportunity for both Myanmar and the United States, and both appear eager to press ahead with rapprochement.
Myanmar’s new leadership hopes the United States will eventually ease or remove the sanctions, opening the resource-rich but desperately poor country to more foreign trade and investment and help it catch up to booming neighbors such as Thailand and India.
For Washington, improved ties could underscore Obama’s determination to up U.S. engagement in Asia and balance China’s fast-growing economic, military and political influence.
Clinton met representatives of ethnic minority groups, some of which have been locked in bloody conflict with the army for decades, as well as civil society organizations
U.S. officials said the meetings were aimed in part at underscoring that the new outreach to Myanmar’s government does not mean a halt to pressure on human rights and political freedom.
Both Clinton and Suu Kyi called for an end to the conflicts between the army and minority guerrillas, which U.S. officials say may prove the toughest challenge ahead for the country’s leaders.
Clinton, after her talks with President Thein Sein on Thursday, announced a package of modest steps to improve ties, including U.S. support for the IMF and World Bank assessment missions and expanded U.N. aid programs.
She also said the United States would consider reinstating a full ambassador in Myanmar – a position which has been unfilled for more than 20 years – which could mark a symbolic next step in the warming ties between the two countries.

Renegotiating the Myitsone agreement to placate domestic and foreign critics might be on the agenda; but the hydropower project overall makes too much economic and political sense for the impoverished country of Myanmar to cancel it lightly.
After all, the one ally that the government and army can rely on in their attempts to pacify Kachin is certainly not the Myanmar democratic movement; international NGOs; the United States; nor the other politicians and pundits who have exulted in the halt of Myitsone – it is China.

In mid-September, the Myanmar Minister of Electric Power impatiently defended the dam and deal structure in an interview that made the regime no friends among critics of the project but probably serves as a useful indicator of the government’s view of the necessity and practicality of the project:
”Are the UN to investigate this? This is not the UN’s concern in anyway – this is only our country’s concern. Since we have already researched about this dam on environmental and technological aspects, we will not back down now in fact we are to go ahead. I’m saying this to make things clear with this hysteria – that we will go ahead.” âŚ

Q: Some reports pointed out that the project will only bring economic benefits for China. What’s your comment on that? A: This viewpoint is extremely wrong. People who hold such a wrong viewpoint either don’t understand the situation or have ulterior motives. Regarding infrastructure, it is an international practice to implement BOT mode. According to our BOT agreement, upon completion of the upstream-Ayeyawady hydropower project, CPI will be responsible for operation for 50 years, after 50 years the project will be transferred to the Myanmar government free of charge.
Either in terms of direct economic benefit or indirect profit, the upstream-Ayeyawady hydropower project will significantly boost the fast development of economy and society in Myanmar. In terms of direct economic benefit, when the several hydropower stations in upstream-Ayeyawady basin, including Myitsone Hydropower Station, are completed, Myanmar government will gain economic benefits of USD54 billion via taxation, free electricity and share dividends, far more than CPI’s return on investment during our operation period. In particular, as the design life of the project is over 100 years, when we transfer it after 50-year operation, the Myanmar government will have a fixed assets increase worth tens of billions US dollars, in addition to hundreds of billions US dollars of direct economic benefits. BEIJING (AP) â China’s ambassador to Myanmar has met Aung San Suu Kyi in the first reported meeting between one of the military regime’s biggest backers and the high-profile opposition leader.
Chinese Foreign Ministry spokesman Liu Weimin said Thursday that the meeting came at Suu Kyi’s request. He would not say when it took place.
“Madam Aung Sang Suu Kyi expressed her hope several times that she could meet with the Chinese ambassador to Myanmar, and the ambassador met with her in response to her request and listened to her opinions,” Liu told a daily news conference.
The meeting comes amid democratic stirrings in Myanmar that have raised hopes of change after decades of military rule.
Suu Kyi met earlier this month with U.S. Secretary of State Hillary Clinton, whose visit raised questions about Myanmar’s ties with China.
China and Myanmar have historic ties, but Myanmar pulled back recently from a major dam project sought by its northern neighbor.
Liu repeated that Beijing is committed to a comprehensive partnership between China and Myanmar and backs resource-rich Myanmar’s efforts to boost its economic and social development.
Beijing has long provided key diplomatic and economic support for Myanmar, but relations have been strained by fighting between Myanmar’s army and rebel groups that has sent refugees into southwestern China.
China was caught off guard by the suspension of the $3.6 billion China-funded Myitsone dam being built by a Chinese company in Myanmar. The suspension was a significant about-face in Myanmar’s domestic politics. The project had drawn protests from ethnic and environmental groups.
Liu said that Chinese State Councilor Dai Bingguo, Beijing’s top foreign policy official, would take part in regional meetings on the Mekong River early next week in Myanmar, and would also have bilateral meetings with Myanmar government officials.

Politicians have to hedge their bets and it’s only polite to meet when someone important requests a meeting several times. Of course, the ambassador wouldn’t have gone without some sort of approval from the generals.
The recent opening to the West is partly due to frustration with the KIA not subjugating themselves to the nominally civilian gov’t by joining the so-called Border Guard Force. The bottom line is Kachins don’t trust Bamars. And China, with its official non-interference policy, cannot force them to join. Besides, the border with China doesn’t need a guard force. After all, Kachins speak Yunnanese Mandarin and it’s difficult to distinguish between Kachin and Yunnanese.
In the long run, Burma will always be influenced by China. No if’s, but’s, maybe’s… just as Mexico is influenced by United States. So, dream on, my friends.

BEIJING – China confirmed here on Thursday that its ambassador to Myanmar had met with Aung San Suu Kyi, the leader of the country’s opposition party.
“The Chinese ambassador met with [Aung San Suu Kyi] in response to her repeated requests to have contact with China, and [the ambassador] listened to her views,” Chinese Foreign Ministry Spokesman Liu Weimin told a daily press conference.
Liu said China is always committed to developing the China-Myanmar strategic and cooperative partnership and supports the country’s efforts to promote economic and social development and national reconciliation.
“Based on the principle of mutual respect and non-interference in each other’s internal affairs, China will engage in communication with all sectors of Myanmar society that support the China-Myanmar friendship,” Liu said, calling on the two sides to jointly foster bilateral relations and better serve the interests of the two peoples.
Myanmar’s main opposition party, the National League for Democracy (NLD), led by Aung San Suu Kyi, was granted re-registration as a legal political party on December 13.
