Highlights of health care compromise bill

March 19, 2010 11:45 a.m. EDT

House Speaker Nancy Pelosi highlights the health care reform plan at the Capitol on Thursday.

STORY HIGHLIGHTS

  • Budget office says compromise bill will cost $940 billion
  • Health insurance exchanges would be created
  • Individuals would be required to purchase coverage or face fine
  • States could choose whether to ban abortion coverage in plans

Washington (CNN) — Democratic congressional leaders unveiled their long-awaited $940 billion compromise health care plan Thursday, setting the stage for a vote Sunday.

Here are highlights:

• New health insurance subsidies would be provided to families of four making up to $88,000 annually, or 400 percent of the federal poverty level.

• Health insurance exchanges would be created to make it easier for small businesses, the self-employed and the unemployed to pool resources and purchase less expensive coverage.

• Total out-of-pocket expenses would be limited, and insurance companies would be prevented from denying coverage for pre-existing conditions. Insurers would be barred from canceling coverage for sick people, as well as charging higher premiums based on a person’s gender or medical history.

• Insurers would be required to provide coverage for non-dependent children up to age 26.

• The Medicare prescription drug “doughnut hole” would be closed by 2020. Under current law, Medicare stops covering drug costs after a plan and beneficiary have spent more than $2,830 on prescription drugs. It starts paying again after an individual’s out-of-pocket expenses exceed $4,550.

• A 40 percent tax would be imposed on insurance companies providing “Cadillac” health plans valued at more than $10,200 for individuals and $27,500 for families. The tax would kick in starting in 2018.

• The Medicare tax would be imposed on investment income for individuals making over $200,000 and couples making over $250,000.

• The federal government would assist states by picking up 100 percent of the costs of expanded Medicaid coverage between 2014 and 2016, and 90 percent starting in 2020.

• Individuals would be required to purchase coverage or face a fine of up to $695 or 2.5 percent of income, whichever is greater, starting in 2016. The plan includes a hardship exemption for poorer Americans.

• Companies with more than 50 employees would be required to pay a fee of $2,000 per worker if the company does not provide coverage and any of that company’s workers receives federal health care subsidies. The first 30 workers would be subtracted from the payment calculation.

• States could choose whether to ban abortion coverage in plans offered in the health insurance exchanges. Individuals purchasing plans through the exchanges would have to pay for abortion coverage from their own funds. Some socially conservative Democrats have complained that the plan does not do enough to ensure that taxpayer money is not used to fund abortions.

• Illegal immigrants would not be allowed to buy health insurance in the health insurance exchanges.

yesterday, the congress has passed the healthcare reform bill that includes sweeping changes. Since president Barak Obama stepped into the office, he made executive orders and series of tireless efforts that he promised during his campaign. In fact, he is the only president who signed biggest number of laws and regulations during his first 30 days. He personally witnessed his mother calling insurance company while sitting on the hospital bed. He came from the grass root working class and served the least privileged community almost all his entire life.

Of course, he expected to include public option but American people are hypersensitive to any kind of government control. To my experience, public option is the best. Here is why: look at the today’s public schools and colleges. They are pretty competitive and even ranked better among some ivy schools. We, the Burmese, have saying “you are the luckiest if you are healthy”! This is true especially if you are bed-ridden or being hospitalized. Should we deserve service that runs without profit? He knows the greed of corporate world. He is trying to make sure no one can come between you/me and doctors; which is most important, right?. He knows they are buying legislature with big money.

this is probably the biggest change since last century! Many presidents since Roosevelt worked very hard to this day with no success.

When we heard he was awarded with Nobel prize, i was stunned. Nobel prize committee from Oslo is like group of prophets. They are waiting for this moment and a person who can make the difference. Remember, he is a minority! World community, especially turned their tones significantly when Barak becomes a president of the United States. They stopped making criticisms. The world community has a great hope on him. Nobel committee knew it since before he stepped into the White House and even nominated. Because they know he only has 4 years to accomplish the unfinished major issues that were left off by previous presidents (or 8 years).

I am surprised Republicans do not make even single one vote! They announced the bill is flawed. But they cannot come up with the better idea/suggestion! Does it mean each and every clause in the bill does not meet the requirement of our needs?

    He made the history!

    Thank you Mr. President!
