Sex offender accused of daytime rape

ALBANY – A convicted rapist is charged with the same crime 21 years after his last one, police said.

It was a crime that shocked the city just over a week ago. At the time, the vague description of the suspect was that he was wearing a “brown sweatshirt.” Now, police say the prime suspect in this case lived just a few blocks away and had only been out of prison for six months.

Keith Dare, 38, is a Level-3 registered sex offender who is now charged with the rape of a 21-year old woman from Myanmar.

On November 29th, a man knocked on the door of her basement apartment just after she returned from the market. When she answered, he forced his way in, stuffed a rag in her mouth and dragged her to a bedroom, threatening to kill her and her son and then robbing her. It was 9:30 in the morning.
Police say Dare is that man.

DNA evidence led police and the U.S. Marshal’s to make the arrest around 10:00AM Wednesday morning outside his apartment on Osborne St. Neighbors didn’t want to talk with NewsChannel 13 when we stopped by Wednesday evening and said no one else was home.

Dare was in the system because back on June 6, 1989, the then 17-year old forced his way into a South End apartment, raping and robbing a 74-year old woman, threatening to kill her if she didn’t do what he said. It was also 9:30 in the morning.

“I remember the case very well,” said attorney Paul DerOhannessian, who was an Albany County Assistant District Attorney in the Sex Crimes Unit then. DNA and a line up led to a plea bargain of 7-21 years. The woman didn’t want a trial, he said.

“He seemed very detached from reality,” DerOhannessian said about his dealings with Dare. “I think that’s going to be required in many situations where people commit very heinous crimes. There has to be a detachment from their conscience, there has to be a detachment from what they are doing.”

Dare was released from prison on June 4 after serving the maximum. He was out without supervision, which is standard.

DerOhannessian says the act then, and the case now, is done without common sense, hard to understand, treat and correct.

“One thing we know is certainly incarcerating and warehousing, all it does is making sure that person doesn’t reoffend while they’re incarcerated,” DerOhannessian said. “It does nothing to insure that they won’t reoffend when they get out.”

“It had to be a really scary situation for her,” said Det. James Miller of the Albany Police Dept. “Today, hopefully gives her some relief. I’m sure it’s traumatic for her and hopefully she is getting the support she needs to get through this.”

Detectives are currently looking at open cases to see if Dare is connected to any other crime, including this past Sunday morning’s rape of a UAlbany student who was walking home on Quail Street around 3:30AM.

The President of the New York State Alliance of Sex Offender Service Providers, who works with probation and parole, says numbers show that between 12%-24% will be reconvicted within 10 years. He says if offenders are reintegrated into society the risk of offending goes down.

“We really need employers to give them that first break,” said Dr. Richard Hamill. “Now, this is a tough economic time for employers to do that, but I really hope more employers understand that it really enhances community safety for them to give that chance to these folks.”

Since 2007, prisons have offered programs for rehabilitation, however, sex offenders can simply choose not to take them.

ထိုလူမည္းတဦးသည္ ကရင္နီအမ်ဳိးသမီးတဦးအား မတရား ျပဳက်င့္ခဲ့သည့္အျပင္ ပိုက္ဆံမ်ားကို ထပ္မံေတာင္းယူၿပီး အမ်ဳိးသမီး ေနထိုင္သည့္ တိုက္ခန္းထဲမွ ထြက္သြားခဲ့ေၾကာင္း ဆိုသည္။
