4.2.1 Monitoring of Nargis by DMH was carried out at the National Meteorological Centre (NMC) in Yangon, NayPiyTaw Meteorological Centre, Aviation Meteorological Office at Mingaladon (Yangon) International Airport, Multi-hazard Early Warning Centre in NMC Yangon; and coastal observing stations. All the above five Centres served on a 24/7 basis. Accurate information was received on the cyclone track and intensity from several WMO Regional Centres, including the RSMC in New Delhi; ASMC; JMA; TMD and the China Meteorological Administration (CMA).

4.2.2 The mission found that the timely provision of data and products through the upgraded GTS (ref. paragraph 3.9) had enhanced a great deal the capacity of DMH for the Nargis. However, the GTS installed in DMH is Internet based and the access to the Internet in DMH is still limited. A sustainable broadband Internet connection is required at DMH.
4.2.3 DMH, with the benefit of the recent installation of some modern systems such as PCVSAT (PC-based very small aperture terminal used for receiving meteorological data and products from CMA) and MICAPS (Meteorological Information Comprehensive Analysis Process System) with the assistance of China, together with the GTS/MSS, received satellite pictures for cyclone track monitoring. However, there is a need for upgrading MICAPS for producing NWP products.

…..4.2.11 The frequent power shortage disrupted the operational services of DMH and the blackout after the landfall of Nargis significantly affected its services. All communications were broken down in Yangon from 20:00 MST on 2 May to 17:00 MST on 3 May 2008. During that silent period, storm centres were determined by the NayPiyTaw Meteorological Centre, where satellite images were received from FengYunCAST. The Internet was unavailable for more than one day over the country. Only the communication between NMC Yangon and coastline observing stations were made by SSBs. DMH continued to provide warnings to the relevant authorities from NayPiyTaw.

Myanmar informed the Panel that one storm detection radar is located at Kyaukpyu and now it is partially operational due to the absence of preamplifier and DVIP function. Although the lack of above mentioned units, the radar can detect storm position except for true intensity and amount of rainfall. Since Kyaukpyu radar is the only radar in Myanmar, there is a gap of storm detection radar coverage in the region of Deltaic- Mon, Tanintharyi coast and it is necessary to install storm detection radar at Yangon to fill the gap of radar coverage for better tracking and warning of the tropical cyclone in the region…..

FY-2 Geostationary Satellite Program

China begins its geostationary meteorological satellite FY-2 program in 1980. Through hard work for more than ten years, the first FY- 2 satellite was launched on June 10, 1997 and located in the geostationary orbit at an altitude of 35800 kilometers over 105 degrees E. The satellite is a cylinder of 2.1m by 1.6m. The attitude of the satellite is spin stabilized with a speed of 100 rotation/min.

Seismic and Tsunami Observations of Myanmar Ms. Kyi-kyi Swe (2010-2011 Seismology Course) Department of Meteorological and Hydrology, Myanmar

1. Seismic Network Earthquake recording was undertaken at Yangon as early as 1961 and at Mandalay in 1966, using only then the electromagnetic seismographs with photographic recordings. In 1976, two sets of Japanese visual seismographs were purchased and each set was installed at Yangon and Mandalay in 1977. In 1984 two sets of solar powered visual velocity type seismographs were obtained through the assistance of the Japan International Co-operation Agency (JICA). One set of solar powered seismograph was installed at Sittwe in 1984 and the other was installed at Dawei in 1985. K-2 digital seismograph, manufactured in USA, was obtained through the assistance of the regional UNESCO office in New Delhi India in 1995. The relevant software training on interpretation of seismic wave is being requested to the UNESCO. For a Strong Motion Network, ten sets of Strong Motion Accelerographs {ETNA-SI (MOC-02) 3 Channels High Dynamic Range} were kindly donated by OYO Corporation, Japan, through kind sponsorship of World Seismic Safety Initiative (WSSI) in 2000. Installation of ten sets of accelerographs at ten stations is completed.

Two sets of Digital Seismographs were donated by the Seismological Bureau of Yunan Province, People’s Republic of China (YSB) in 2002. Installation at two stations was completed. These stations are at Yangon and Mandalay in Myanmar.Two sets of Digital Seismograph were donated by the Seismological Bureau of China Earthquake Administration (CEA) in 2007. These digital Seismographs will be installed at Myitkyina and Nansam.

At present, Nansam Seismological Station was brought into construction by the Seismological Bureau of China Earthquake Administration (CEA) in cooperation with our department and Myanmar engineers. In the near future, construction of Myitkyina Seismological Station will be brought into existence by CEA of China and DMH of Myanmar.

At present, our department has established Multi-Hazard Early Warning system including Early Warning System for Tsunami after the great Tsunami occurred in Indian Ocean on 26th December 2004. Four sets of digital seismograph were installed in D.M.H at Yangon and Mandalay in April 2003, Myatkyinar and Namm san in 2008, which were donated by Yunnan Seismological Bureau and China Earthquake Association, People’s Republic of China. Moreover, two sea level tide gauges have been installed at Myanmar coastal area, Mawlamyine and Sittwe, which were donated by Asian Disaster Preparedness Center (ADPC).

2.0 THE INTEGRATED AUTOMATED WEATHER OBSERVING SYSTEM
In year 2013, the Government of the People Republic of China, through China Meteorological Administration (CMS) donated the five Automation Weather Observation Systems under which the five local observation stations for the implementation of enhance surface weather observing system. These five system was successfully installed and collected the data of the one (1) international airport and four (4) local observation stations, namely Thipaw, Chauk, Mandalay (International Airport), Moenyin and Yangon.

5.0 CONCLUSION
Introduction of surface weather observing AWOS in our local observation stations, a quantitative and a qualitative improvement of the measurement of meteorological parameters in the country is ensured. The implementation of weather radar in Myanmar will improve forecasting accuracies and reduce costs on a long term because measurements are automated, data are more reliable, and they are available in real time.

CHINA donated receivers for the FENGYUN Cast, a satellite broadcasting service, to 11 Asia Pacific countries on Wednesday, in a drive to protect the region from natural disasters.
“The donation marked the launch of operational services for international users by the FENGYUN system,” Zhang Wenjian, deputy director of the China Meteorological Administration (CMA) said at the Beijing launch ceremony.
“This donation marks China’s fulfilment of its commitment to the international community on sharing satellite data.”
FENGYUN Cast, invented by the CMA, collects meteorological, water resource, agricultural, forestry, marine, environmental, seismological, oil, civil aviation, education and national defence data.

The CMA said through receiving data from FENGYUN Cast, the countries who received the equipment will be able to keep track on typhoons and torrential rain in the region, providing information for TV weather programs, as well as helping monitor the risk of floods, droughts, heavy fog, sea ice, river sediment blockages, forest and prairie fires, and sand-and-dust storms.
FENGYUN Cast is also a powerful tool for keeping a watch on urban heat effects and crop growth, allowing countries to estimate the size of their agricultural yields.

The receivers included the Democratic People’s Republic of Korea, Myanmar, Cambodia and Laos.
The new countries to benefit from the system join Bangladesh, Indonesia and Iran. – China Daily / Asia News Network

Meanwhile, the central government yesterday donated emergency aid of US$200,000 to the Myanmar government for victims and relief work.

Chinese Ambassador Li Jinjun handed US$200,000 in cash to Myanmar Minister of Social Welfare, Relief and Resettlement Major-General Sein Htwa. Sein Htwa expressed thanks to China.
At the donation ceremony, he confirmed that 64 people were killed, 56 others injured and 29 villages destroyed. About 3,460 people were left homeless after tidal waves crashed ashore on December 26.

Casualties were lighter than some foreign media outlets estimated, he said, adding that there were no casualties on Cocogyun Island, home to 976 people.
On December 31, 2004, the Red Cross Society of China also donated US$20,000 in cash to its Myanmar counterpart.

A British think tank is being paid about £10,000 a month by Japan to wage a propaganda campaign against China.

The Henry Jackson Society (HJS), a registered charity, has encouraged politicians including the former foreign secretary Sir Malcolm Rifkind and journalists to voice opposition to Chinese foreign policy.

The HJS deal with the Japanese embassy in London was reached in response to growing co-operation between Britain and China, advocated by George Osborne when he was chancellor of the exchequer.

The HJS, which is run by Alan Mendoza, an unsuccessful Tory candidate at the 2015 general election, is being paid by the embassy to run the campaign.

This weekend Rifkind confirmed he had been approached by the HJS to put his name to an article published…

The embassy did not respond to questions about its work with the think tank, but told China Daily in an email that “the embassy of Japan is not in a position to comment on the article since it is about the activities by a British private entity which do not concern the embassy”.
On Jan 29, the Sunday Times ran an article saying that Japan had been paying 10,000 pounds a month to the Henry Jackson Society (HJS), a registered charity, to encourage British politicians including the former foreign secretary Sir Malcolm Rifkind and journalists to voice opposition to China’s foreign policy.
It was claimed that the HJS, which is run by Alan Mendoza, an unsuccessful Tory candidate at the 2015 general election, is being paid by the embassy to run the campaign.
The Sunday Times report claimed that the deal with the Japanese embassy in London was made in response to growing cooperation between Britain and China, which was advocated by George Osborne when he was UK chancellor of the exchequer.
Last weekend, Malcolm Rifkind acknowledged that the HJS had approached him to put his name to an article published by the Daily Telegraph last August, expressing concerns about China’s role in Britain’s Hinkley Point C nuclear power plant.
The HJS declined China Daily’s interview request, but said in a statement, that “the Henry Jackson Society had approached Sir Malcolm Rifkind who generously agreed to work with us in the drafting of this article which appeared under his name. He proposed a number of amendments to the initial draft which we had prepared to ensure that he was in agreement with its contents.”
Rifkind claimed he was not made aware of the HJS’s financial relationship with the Japanese embassy, adding that the HJS “ought to have informed me of that relationship when they asked me to support the article they provided. It would have been preferable if they had”.
Headlined “How China could switch off Britain’s lights in a crisis if we let them build Hinkley C”, the article raised fears that “no one knows what ‘backdoor’ technologies might be able to be introduced into the building of a power plant”.
The British media said the campaign also reflected Japan’s concerns about Osborne’s call for a “golden decade” of Sino-British cooperation.
