In January 2012, news reports described the dried-out beds of Poyang Lake in Jiangxi Province of southeastern China, where drought had shrunk the lake to a fraction of its former area. After a year of poor rainfall, the lake covered less than 188 square kilometers (73 square miles), according to China Daily. The next few months, however, brought heavy rains. On May 2, 2012, China.org.cn reported that Poyang Lake’s area had quadruped over the previous month, rising from 668 to 2,370 square kilometers (258 to 915 square miles). Forecasts called for more frequent, heavy rains after April.

Rain indeed arrived in southern China in May 2012. By May 21, Poyang Lake was visibly swollen compared to its extent in early April. The Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA’s Terra satellite captured these images of Poyang Lake on April 1 (top) and May 21 (bottom). Both images use a combination of visible and infrared light to better distinguish between water and land. Water varies from electric blue to navy. Vegetation is bright green and bare ground is earth-toned. Clouds range in color from pale blue-green to nearly white and cast shadows.

Heavy rains caused widespread destruction in southern China in May 2012, and China.org.cn reported that Jiangxi rainfall from January through April 2012 was 35 percent above average. But the differences in Poyang Lake shown here are probably at least partly normal seasonal changes. Fed by multiple rivers, the lake’s level can vary throughout the year, and the region’s rainy season typically starts in April and continues through June.

China buys up Myanmar’s entire mango export

China is buying up almost all of Myanmar’s mangoes produced this year, said U Nay Lin Maung Maung, chair of the Myanmar Fruit, Flower and Vegetable Producers and Exporters Association in the Mandalay Region.

 

“China has bought all of our mangoes meant for export this year. And the fruit is also fetching good prices, depending on the variety and quality,” he said.

U Nay Lin Maung Maung said on May 20 that China pays between 80 and 140 yuan for a basket (15 or 16 kilos) of Myanmar’s Sein Talone mangoes this year and higher prices are offered for the better quality fruits.

China to help build rice mill in Myanmar

Myanmar and China will jointly build a 200-tonne advanced rice mill at Nyaungdone in Myanmar’s Ayeyarwady region, according to the Myanmar Rice Millers Association (MRMA)

Under the terms of an agreement, MRMA and China CAMC Engineering Company (CAMCE) will cooperate on the construction of the international standard rice mills.
“Afterwards, we will carry out rice grinding and then export quality rice to China as well as to other international markets,” said Nay Lin Zin, joint secretary at MRMA.
The construction is expected to start in 2015 and is due to be completed by 2017.
Also, China will purchase 100,000 tonnes of rice at the market price after the completion of the work. The Myanmar Rice Federation (MRF) will coordinate the direct sales of rice with COFCO, with both sides preparing the grinding and export of the rice types and quality favoured by China.

Myanmar Rice Mill Company (MRMC), a joint venture company set up by Beijing-based China CAMC Engineering and Myanmar Millers Association, is going to launch a project to build an international standard rice mill in Myanmar’s delta region this year.

The new mill is planned to be built on 7 acres of land in Sarr Ma Lauk village in Nyaung Toun township in Ayeyarwaddy region.

The cost of the project is estimated between $5 and $7 million and the mill is expected to start operating in early 2017, said U Nay Lin Zin, managing director of MRMC.

“We will help members of our association get connections with CAMC so that they can produce and export higher quality rice. We also have plans to help local mills employ modern equipment through accessing China-Myanmar (government to government) long-term loans and the Chinese bank that have won licence here,” he said.

The mill, when finished, is expected to produce 200 tonnes of high-quality rice daily which can be exported to China, Japan and European countries among others, U Nay Lin Zin said.

Negotiations are underway to build additional mills in Letpantan and Zeegon townships in Bago region, he added.

Eighty percent of Myanmar’s currently operating mills are using outdated equipment, while there are only a few rice mills in Myanmar that can produce high-quality rice, according to the association. Most mills’ capacity is only about 15 tonnes per day.

The local milling industry doesn’t have sufficient storage capacity, so during the harvest season a large volume of paddy is procured, milled and distributed in the market quickly. This causes rice prices to slump in the harvest season and spiral when the season is over.

Demand for rice produced in Myanmar has risen to its highest level in 50 years in the current 2017-18 fiscal year, with rice exports estimated to have increased to 2.5 million-2.8 million tonnes compared to the previous estimate of 2.2 million tonnes, said U Khin Maung Lwin, assistant secretary of the Ministry of Commerce.

U Nay Lin Zin, joint-secretary of Myanmar Rice Federation (MRF), said Myanmar’s rice exports should be worth up to $800 million this fiscal year.

So far, Myanmar has exported over 2 million tonnes of rice worth $600 million in the first 8 months of the current fiscal year. That is the highest level of exports in 50 years, Dr Aung Thu, Minister of of Agriculture, Livestock and Irrigation, said during the annual general meeting of MRF last Friday.

Myanmar’s rice exported its highest volume of rice ever during the 1930s, when it sold over 3 million tonnes to international countries. During the 1960s though, exports dropped to just a third of its peak to just over 1 million tonnes.

The country exported 1.2 million tonnes of rice worth $200 million during the same period last year.

In the previous fiscal year, total rice exports amounted to 1.7 tonnes.

Border demand 

The rise in exports this year was due to higher demand from countries like Africa and facilitated via government-to-government agreements between Myanmar and Sri Lanka as well as Bangladesh.

Sri Lanka and Bangladesh, which are rice-exporting countries, this year faced shortages due to poor weather, which destroyed much of their paddy fields. With supply from Cambodia and Vietnam insufficient to meet those needs, demand for rice from Myanmar increased.

More than half of Myanmar’s rice exports this year were conducted by sea. Around 53pc of locally produced rice was transported to buyers via sea this year, while the remaining was sold to the Chinese at Myanmar- China border gates like Muse, according to the Ministry of Commerce.

In the past, rice trade was conducted cross-border with China. Myanmar exports 80 percent of its rice to China while the remaining 20pc is exported via sea.

 

 



Trade volume rises but rice export falls

According to the data up to July 20, US$109 million was earned from exporting 328,706 tonnes of rice. Last year in the same period, Myanmar earned US$106 million from exporting 383,919 tonnes of rice.

“Earnings from rice exports are up marginally but the volume is down by 55000 tonnes. We need to export more rice to boost earnings,” said U Khin Maung Lwin.

SUEZ, Egypt, March 16 (Xinhua) — China is the largest investor in the development of Egypt’s Suez Canal Corridor, a mega project showcasing the win-win partnership between the two countries, said Ahmed Darwish, chairman of the Suez Canal Economic Zone (SCZone), in an interview with Xinhua.
China’s TEDA corporation, one of the oldest industrial developers of the region, has seen a steady increase in the number of its development projects and tenant factories since it entered Egypt and established a joint Suez Economic and Trade Cooperation Zone, in the Ain Sokhna district of the Suez Canal Corridor east of capital Cairo.”

 

Currently, the Chinese investments are the largest. We highly appreciate the earnestness of our Chinese partners. They were among the first to act as an industrial developer in the zone,” the SCZone chief told Xinhua. “TEDA has put in place the micro-infrastructure and is re-promoting the land. They are doing an excellent job.”
“This partnership is a win-win situation,” because TEDA knows best how to promote the zone among Chinese investors while Egypt’s trade agreements with African states make it easy for Chinese products to enter African markets without trade barriers or customs, he said.
“We’re opening for Chinese investors 26 African countries due to our trade agreements. When they have the ‘Made in Egypt’ label on their products, they go through zero trade barriers and zero customs,” Darwish said, highlighting the zone’s distinguished location that is only one hour away from Jeddah, Saudi Arabia, two hours from Djibouti, and two hours and a half from Mombasa, Kenya, by air.

 

The idea of an industrial zone, covering a total area of 461 sq. km and comprising four sections and six ports, in the Suez Canal Corridor emerged in 1998, with laws getting modified to facilitate the presence of foreign investors and to provide foreign companies with land usufruct rights.
China’s TEDA is working on the development of an area that increased to 7.23 sq. km at Ain Sokhna. It has completed its first phase, attracting some 68 enterprises, including Jushi, a fiberglass giant from China. The second phase started in 2016.
As for the SCZone connection with China’s Belt and Road Initiative, proposed by President Xi Jinping in 2013 to revive ancient land and sea trade routes between China and countries in Asia, Africa and Europe, Darwish stressed that Egypt is “a major player” in the initiative.
“We are welcoming very much the Belt and Road Initiative. We are on the Silk Road Economic Belt,” he said. “We are very happy that the Chinese are seeing us among the bright spots of development and sustainability along the Belt and Road.”

 

As for the complaints of some companies that the Egyptian government raised the tax imposed on investors in industrial zones from 10 percent to 22.5 percent, Darwish explained that this will not be applied to those established and operated in Egypt under the old law, like TEDA.
“Companies that started in the zone with a 10-percent tax remain in the zone with a 10-percent tax. TEDA was established under the old law, but new tenants of TEDA that came after the new law is enacted will be subject to the 22.5-percent tax,” he said.
Darwish said the investment law is still being reviewed and hopefully an attractive formula for investors will come up.

 

He said that a comparison of the SCZone with 17 other zones along different industries worldwide has shown that the Egyptian zone has a competitive advantage in areas such as the pharmaceutical, automotive and food and beverage industries.
“Initially, I have been doing general promotion of the zone, meeting with associations of businessmen in China, France, the United States, Japan, South Korea, etc.

But now I am more focused on targeting certain companies and trying to attract leading investors to the zone to build clusters of specific industries,” the SCZone chief told Xinhua, expecting a cluster of pharmaceutical firms to be soon established at the zone.

Q: Some people worry that construction of the dam will lead to such major hazards as flood and earthquake. Is there sufficient guarantee for dam safety?

 

 

A: As far as I know, in the more than 100-year history of hydropower development, no flood or destructive earthquake has ever been caused by dam construction. CPI is a responsible super-large energy enterprise with 18GW operating hydropower capacity in China. We are able to ensure the safety of dam construction. During the design and construction of Myitsone Hydropower Station, we involved topnotch experts and teams in China, who have designed more than 200 hydropower stations, including Shuibuya Hydropower Station with the world’s highest concrete face rockfill dam and Malaysia’s Bakun Hydropower Station. Repeated proving of the seismic safety evaluation of Myitsone proved the absolute safety and reliability of the project engineering scheme. The Myanmar government also organized famous consulting organizations and experts from Switzerland and Japan to prove that over and over. Both parties agreed that there was no seismic safety issue for Myitsone Hydropower Station.
The seismic design of the dam in Myitsone Hydropower Station follows the standard of fortification intensity 9, which is higher than fortification intensity 7 of Zipingbu Hydropower Station that has withstood the Wenchuan earthquake in Sichuan. To further fortify the overall seismic performance of the dam, we applied reinforced concrete grating to the top of downstream dam slope and implemented other seismic fortifying measures. In case of emergency, the surface and middle discharge orifices on the spillway can be used to rapidly lower the reservoir water level and ensure dam and downstream safety.

We will build 25 digital remote control seismic monitoring stations in the reservoir area and arrange more than 700 safety monitoring instruments all over the dam in accordance with the safety monitoring standard applied to the world’s highest concrete face rockfill dam so as to keep a close eye on the dam’s working conditions during operation.

The anti-flood standard of the Myitsone dam is designed as once in 1000 years and ratified with once in 10000 years to ensure safe operation.

 “Communities were not given sufficient advanced warning to ensure their safety and that of their families. This event raises major questions about dam standards and dam safety in Laos, including their appropriateness to deal with weather conditions and risks.”

Daovong Phonkeo, director-general of Laos’ Department of Energy Policy and Planning, told CNN earlier in the week there would be an inquiry into whether the private companies building the dam had abided by regulations.


On Thursday, Minister of Energy and Mines Khammany Inthirath told RFA’s Lao Service that the burst was caused by “heavy rainfall” and “construction technique.”

“From July 21-23, there was heavy rainfall in the area and this caused water in the main reservoir to increase rapidly,” Khammany said.

“It overloaded Saddle Dam D, which has a dike constructed of soil and stone, and combined with the rainfall, it finally burst on July 23,” he said.

“The construction technique is one of the main causes of the collapse, because they built the dike … with soil and stones.”

The U.S. $1.02 billion Xe Pian Xe Namnoy hydropower project involves Lao, Thai and South Korean partners and consists of two main dams and five subsidiary dams.

On Wednesday, the project’s main partner, South Korea’s SK Engineering & Construction, said in a statement that the firm had discovered fractures in the dam 24 hours before the collapse, and had “immediately alerted the authorities and began evacuating villagers downstream.”

“But I am fairly certain that the construction technique for the dam was poor, which led to a collapse during heavy rainfall.”

THE ACTIVITIES OF THE INTERNATIONAL COMMISSION ON LARGE DAMS (ICOLD) IN THE EARTHQUAKE SAFETY OF LARGE DAMS

SUMMARY

The International Commission on Large Dams (ICOLD), founded in 1928, with 82 national committees and ca. 7000 members leads the profession in ensuring that dams are built safely, efficiently, economically, and without detrimental effects on the environment. The ICOLD publications represent the state-of-practice in dam engineering in many countries, including the earthquake safety of large dams. Large dams were among the first structures, which were designed against earthquakes and this subject was first discussed at the ICOLD congress in 1955 in Paris and most recently at the 21st congress in Montreal in 2003. Since 1975, ICOLD has published 10 bulletins on different aspects of earthquake safety of large dams. The activities of the ICOLD Committee on Seismic Aspects of Dam Design, which has representatives from different countries, are discussed.

INTRODUCTION

Large dams were among the first structures where seismic design criteria had been considered as early as the 1930s in the case of concrete dams (Hoover dam, pseudo-static inertia forces and hydrodynamic forces after Westergaard), and even earlier for embankment dams (pseudo-static slope stability analysis). Until the publication of ICOLD Bulletin 72 in 1989: Selecting seismic parameters for large dams, it was common practice to design dams against earthquakes using the pseudo-static approach, typically for a horizontal acceleration of 0.1 g. It is nowadays recognized that earthquakes could produce ground accelerations considerably higher than the values assumed at the time of the design of many existing dams. Furthermore, it is also recognized that large dams, while having the appearance of rigid bodies, do respond dynamically to earthquake ground motions.

ICOLD Bulletins on Seismic Aspects of Dam Design The Committee on Seismic Aspects of Dam Design has representatives (dam engineers, earthquake experts) from 26 different countries from Europe, North and South America, Africa, Asia and Australia, Since 1975 the following bulletins were published by ICOLD, which were mainly prepared by the seismic committee.

• Bulletin 46 (1983): Seismicity and dam design • Bulletin 52 (1986): Earthquake analysis procedures for dams (Report prepared by O. C. Zienkiewicz, R. W. Clough, and H. B. Seed)

• Bulletin 62 (1988) : Inspection of dams following earthquakes – guidelines

• Bulletin 72 (1989): Selecting seismic parameters for large dams

• Bulletin 98 (1995): Tailings dams and seismicity – Review and recommendations

• Bulletin 112 (1998): Neotectonics and dams

• Bulletin 113 (1999): Seismic observation of dams

Bulletin 120 (2001): Design features of dams to effectively resist seismic ground motion

• Bulletin 123 (2002): Earthquake design and evaluation of structures appurtenant to dams

In addition, seismic aspects are also addressed in a number of other ICOLD Bulletins. Of these Bulletins, Bulletin 72 has had the largest impact in that it provided a clear concept of the seismic design criteria for dams and introduced the two-level design earthquake concept. It calls for checks of the seismic safety of dams for ground motions which are usually higher than those used in the past. Bulletin 120 provides general qualitative guidelines to arrive at the design of a dam, which is very likely to perform well during strong earthquakes without having to perform sophisticated analyses in the preliminary design phase. In Bulletin 112, the rather sensitive issue of dams located on potentially active faults is discussed. This is a subject, where hardly any technical papers can be found in the literature. Standard practice is to analyse the dynamic behaviour of dams due to ground shaking only.

The U.S. Department of Energy released the long-awaited Hydropower Vision report — alongside $9.8 million in funding for hydroelectric power — earlier today at HydroVision International 2016 in Minneapolis.
The report, officially titled, Hydropower Vision: A New Chapter for America’s First Renewable Electricity Source, is the culmination of two-and-a-half years of research that included the opinions and feedback from hundreds of industry members, academia and DOE’s national laboratories.

 


“It’s been a remarkable journey where we’ve learned a lot,” said Jose Zayas, Director, Wind and Water Power Technologies Office, U.S. Department of Energy, as he unveiled the report during today’s opening keynote session. “But we did it.”
Hydropower Vision seeks to establish a long-term roadmap for the future of the United States’ hydro sector that not only advances the country’s low-carbon economy, but also leverages renewable energy sources with the ultimate goal of increasing the U.S.’ capacity from a cumulative 101 GW to nearly 150 GW of reservoir, run-of-river and pumped-storage hydropower by 2050.
Per the report’s findings, growth potential can be attributed to:
4.8 GW of new development on non-powered dams;
6.3 GW in upgrades on existing hydropower;
35.5 GW of new pumped-storage projects; and
1.75 GW in new stream-reach developments.
Framework for the report relies on three pillars — optimization, growth and sustainability — that DOE says are “critical to ensuring the integrity of the research, modeling and analysis” of recommendations and observations made by the study.
Per DOE, the study seeks to:
Optimize the value and power generation contribution of the existing hydropower fleet within the nation’s energy mix to benefit national and regional economies, maintain critical national infrastructure and improve energy security;
Explore the feasibility of credible long-term deployment scenarios for responsible growth of hydropower capacity and energy production; and

Ensure that hydropower’s contributions toward meeting the nation’s energy needs are consistent with the objectives of environmental stewardship and water use management.
“This has been very complex,” Zayas said. “It’s complex because we have a century-old industry that’s filled with great stories and journeys and lessons that it’s learned. And as we think about that great history, the question we were asking ourselves was, ‘how do we revitalize this industry moving forward? How do we remind people that this industry matters in an ever-changing energy landscape? How do we present that incredible future that we can all work toward together?
“That’s what this report is all about.”


Answering those questions has largely come down to the hydropower industry’s ability to quantify its virtues in monetary terms, which the report does by noting hydro could save $209 billion in avoided damages from greenhouse gas emissions, and $58 billion from avoided healthcare costs and economic damages from air pollution by 2050, in addition to 30 trillion gallons of water saved from steam generation of power plant cooling. The report also notes hydropower would support economic growth by creating more than 195,000 jobs, resulting in $150 billion in cumulative development.
“Each clean and renewable megawatt we add would have a positive impact on the communities we serve,” said National Hydropower Association Executive Director Linda Church Ciocci. “The economic and societal benefits of both existing and potential new hydropower are substantial. 50 by 2050 will result in nearly five million fewer cases of acute respiratory symptoms and 750,000 fewer cases of childhood asthma.”
In addition, the study notes the ever-increasing role pumped-storage hydropower will play as other renewables like wind and solar become more prevalent pieces of the U.S.’ energy landscape. According to DOE, pumped-storage capacity can increase by an additional 36 GW, more than doubling the U.S.’ current capacity of 21.6 GW.
“Hydropower has provided clean, affordable and reliable electricity in the United States for more than a century, and pumped-storage complements today’s rapidly growing variable technologies such as wind and solar,” said Secretary of Energy Ernest Moniz, who also declared that it was time to “pick up the covers off of this hidden renewable that’s right in front of our eyes” during NHA’s annual conference in 2014.
“The Hydropower Vision report fundamentally hits the reset button for our industry by ushering in a new way of thinking about hydropower, while fracturing misconceptions that we don’t have room to grow sustainably,” said Ciocci. “Clean and renewable hydropower isn’t tapped out, and it can play a larger role in helping the nation meet its clean energy needs.”

Govt still mulling hike in electricity tariffs, explores solar options

The goernment is once again discussing plans to raise electricity charges to partially offset widening losses from subsidising electricity tariffs. “We need to increase prices quickly as electricity consumption is now expected to rise by more than expected,” said U Soe Myint, deputy permanent secretary of the Ministry of Electricity and Energy (MOEE).

According to an April government survey, electricity consumption is expected rise by 19 percent per year for the next 12 years. “We had previously estimated that consumption will rise at a rate of 15pc per year until 2030,” U Soe Myint said at a Nay Pyi Taw press conference on August 10.

Consequently, government subsidies of electricity tariffs are expected to rise, resulting in higher losses “With consumption expected to rise by more than we had expected, it is impossible for the government to continue subsidising tariffs at this rate. It is not sustainable over the long term. We have to raise electricity prices as soon as possible,” U Soe Myint said.

The dam is the largest operating hydroelectric facility in terms of annual energy generation, generating 98.3 TWh in 2012 and 98.6 TWh in 2013. It is a binational undertaking run by Brazil and Paraguay at the Paraná River on the border section between the two countries, 15 km (9.3 mi) north of the Friendship Bridge. The installed generation capacity of the plant is 14 GW, with 20 generating units providing 700 MW each with a hydraulic design head of 118 m. In 2008 the plant generated a record 94.68 TWh, supplying 90% of the electricity consumed by Paraguay and 19% of that consumed by Brazil. Of the twenty generator units currently installed, ten generate at 50 Hz for Paraguay and ten generate at 60 Hz for Brazil. Since the output capacity of the Paraguayan generators far exceeds the load in Paraguay, most of their production is exported directly to the Brazilian side.

Over 3.5 million cubic meters of concrete were poured into this 249 meter high and 720 long structure. Work has been going on for ten years, with a budget that has grown to one and a half billion euros today. The heart of this mammoth project is an underground hydroelectric power plant – and that too is extraordinary. Every year, four giant turbines will generate 2,100 gigawatt hours – the annual consumption of a city of one million.
